As a key part of logistics system, the urban distribution service system is an important task to build for modern logistics development during the phase of 13th Five Year Plan, which is significant for circulation cost reduction, circulation efficiency, people’s livelihood security, domestic demand promotion, and the construction of a resource-conserving and environment-friendly society. Advocating staggered shifts and night shipment, the government of Chongqing further regulated truck traffic in downtown area in 2014, realized by methods of color passes (red, yellow and blue) to restrict truck transit time based on tonnage and type to the permitted roads. With the impact of this policy, other goods, besides those transported by trucks with green pass, must be first shipped to freight terminal or logistics distribution center outside the inner ring road by heavy trucks, and then delivered to destinations inside the inner ring road area. In order to fit the normalization of the new freight transportation, and to boost the joint distribution development, it needs to properly allocate distribution centers outside the inner ring road in the urban are of Chongqing. This study was conducted in the scenario stated above.With sufficient surveys and the analysis on the theories of both domestic and abroad related to urban distribution center, this paper found the urban distribution system that suits Chongqing in the preliminary stage, as well as the joint distribution cargo category that should be included in the preliminary demonstration. Furthermore, through the prediction of population distribution in 2020, category distribution demand and alternative locations, using MapInfo software to build a mathematic model for Chongqing urban road network, in line of minimum overall distribution cost, this paper draws the conclusions on four aspects of recommended distribution center allocation, distribution dimension, influential regions and distribution routes, listed below: 1) the category in this study includes commodity and farm and sideline products, whose distribution rate to be 55% and 755 tons/year in 2020; 2) 9 recommended distribution centers including 1 for commodity,5 for farm and sideline products, and 3 comprehensive centers, totally occupying about 580,000 m2, construction area of 260894 m2; 3) the distribution system can save as much as 0.48 billion RMB a year, reducing traffic volume by 16404 vehicles a day and preventing carbon-dioxide emission of 52.3 thousand tons a year.The findings of this paper will be used as a basis for Chongqing distribution center allocation plan, instructing and promoting the construction of Chongqing Urban demonstration distribution center for 13th Five Year Plan, offering scientific, objective and workable suggestions to build and develop Chongqing urban logistics distribution system; and in the meanwhile giving guidance to Chongqing government as well as governments of districts and counties to build and improve their distribution system on the aspects of theory and practice.
