Research On Local Government Procurement Management

The Chinese government procurement system gradually embarked on the track of steady development since the "government procurement law" promulgated and implemented in 2003. The Chinese government procurement legal system frame is formed basically, the scope of procurement and procurement scale is expanding constantly, the market competition mechanism is continuously improving. It made important contribution to the optimization of public finance expenditure. In the practice of government procurement, the perfection of government procurement management plays a decisive for the effective operation of the government procurement system.With the development of Economy and society of Zhangjiagang, expanding the scale and scope of government procurement, social concern of government procurement increasing degrees. This paper takes Zhangjiagang City procurement system implementation as an example, pointed out that the problems existing in local government procurement:plan management of procurement is not strong, approval management is lack of flexibility, market openness is not enough, demand management and acceptance management of missing links, agency management and personnel management is weak. With the help of the management experience of domestic and foreign government procurement, using the literature research method, case analysis method, interview method, comparative analysis method, we can find the reasons of local government procurement management problems:the government procurement management system is not smooth enough, the awareness of global management of government procurement is not strong, the utility of government procurement supervision and management mechanism is not obvious, management means the lack of diversity.In learning the advanced system in the United States, Britain, South Korea, Canada and other countries, and learn from the advanced experience of Guangxi,Shandong, Ningbo, Nantong, we put forward to perfect the local government procurement management some suggestions, which are summarized as four points:One is to improve the government procurement management system, highlight the separation of "three rights". Government procurement decisions, implementation, the right of supervision of mutual restraint is ensurence of the effective implementation for the government procurement system. From the optimization of the revenue system, from the law to ensure the legitimacy and effectiveness of government procurement.Two is to optimize the operation mechanism of government procurement, improve the management standard. with the help of the budget administration of government procurement management, examination and record management, information management, contract and acceptance management, personnel management and other aspects of regulate to improve the efficiency of government procurement.Three is the construction of the government procurement supervision system, improve the ways of supervision. excellent supervision power in government procurement, seting up the supervision evaluation results, building a strong regulatory system.Four is the innovation of management methods of government procurement, to realize the modernization of management. Changing spot management of government procurement to the management of electronic, Single management into regional management, the process management to source management and evaluation of results management, in order to achieve innovative procurement management mode.
