Research On Government Procurement Management In Jingjiang City

The government procurement system of our country was tried out in 1999 and fully implemented in 2000,and made great progress under the vigorous promotion of the government.This includes the expansion of the scale and the extension of the scope,the increase of the proportion of public tenders and the continuous improvement of the legal system of government procurement.The improvement of government procurement management has a decisive influence on the development of government procurement system.Taking Jingjiang City as an example,this paper introduces the present situation and achievements of government procurement management.This paper expounds the problems of government procurement management in jingjiang city,including the lack of detailed budgeting and the prevalence of temporary procurement,the need for further improvement of bidding and bidding management,the need to strengthen government procurement supervision and the inadequacy of government procurement personnel management mechanism.Through studying the advanced experience of domestic and foreign government procurement,and using the methods of literature,interview and comparative analysis,this paper analyzes the causes of these problems,and puts forward some pertinently suggestions for the problems in the administration of procurement of jingjiang municipal government,including standardizing the budgeting and procurement plan management,improving the management system of bidding,strengthening supervision,strengthening the management of government procurement personnel and strengthening the open management of government procurement information.
