City becoming smarter is an inevitable trend, it is a social law a man’s will can not change, just like you can not change the way the nature goes. Therefore, this topic will cause more and more attention and more and more scholars will devote more time into the analysis of the construction of smart city.<National New Urbanization Plan(2014-2020)> has pointed out the main path of smart city construction. Now, there are many scholars focusing on this topic, and a lot of achievements have been made. What’s more, a lot of cities, eager to be smarter, are now doing this "becoming smarter" construction.In the theoretical part, the paper summarizes many of other scholars’papers and gets some good wisdom from them. In the practicing part, the paper describes many cities’ wonderful examples and summarizes some really amazing models, at home and abroad, to study the routes to smart cities. To estimate the level a smart city has achieved, this paper establishes the evaluation index, and taking Beijing as an example to do some empirical analyses. In order to make it clear, this paper also get three other indexes of Shanghai, Guangzhou, Shenzhen, then this paper do some comparisons between these four cities. The paper concludes with some useful advices, and some good wishes, hoping to make our cities smarter.This paper argues that we need strengthen the construction of infrastructure, and try our best to promote the knowledge about how to use all those IT things. We also need to improve the construction of evaluation index system to speed up the construction of smart cities.
