With the continuous development of industrialization and urbanization in China, there are drastic changes in the way of land resources use. The construction land is expanding, and the cultivated land is decreasing dramatically, which is becoming the main characteristic of land use change in China. Under the rigid constraints of natural supply of land resources, the contradiction between the construction land and cultivated land protection is increasingly prominent. How to balance the demand for construction land and the protection of arable land, become the urgent matter. Therefore, digging the potential of stock construction land, improving the intensive level of construction land use, minimizing the cultivated land occupied by construction land, is the inevitable choice to solve the contradiction between the protection of cultivated land and guarantee the economic development. The urban function development zone is one of the five major functional areas of Chongqing Municipality, which has abundant human resources, significant geographical advantage and advanced industry support. And land use change will be more active in the future in this area. Therefore, in order to guarantee the supply of construction land for urbanization in the future, it is necessary to study the change of the construction land and its driving mechanism, to summarize the law between construction land change and the natural, social and economic factors. Protect the cultivated land, guide the scale and distribution of construction land, avoid the irrational expansion of construction land, and realize the regional sustainable development of society, economy and ecology.Beibei District has strong representativeness of the urban function development zone. The research results can provide reference for other area to further expansion of construction land. This study uses the DSR framework to analyze the current state of spatial and temporal variations of construction land, driving forces and countermeasures. Finally reveal the drive mechanism of construction land expansion, and reach the following research conclusions:(1) Since 2000, the construction land expands obviously in Beibei District. Especially since 2009, Chongqing continuously propelling the construction of people’s livelihood, the establishment of Liangjiang New Area, and the proposal and implementation of the policy, the construction land expansion is accelerated and the intensive utilization level enhances continually. But there are still problems that the spatial expansion is overmuch and the intensive utilization is insufficient. In terms of the structure of land use, the urban construction land and the transportation land expand significantly, but the rural residential areas declines year by-year. The land use structure tends to be balanced. From the point of the spatial extension, the newly increased land is mainly concentrated in the Liangjiang New Area and the Shuifu Group. In the future, with the further development of Liangjiang New Area and the effect of industrial agglomeration, it will continue to provide the main space for the expansion of Beibei District.(2) The change of construction land in Beibei District was the result of natural factors, social factors and economic factors. Among them, in the natural factors, the slope and elevation affect the distribution and layout of construction land, the smaller the slope, the lower the height, the more suitable for the construction land. In the social factors and economic factors, economic development, population growth and urbanization, location conditions, policy factors are the driving factors of construction land expansion. With the index selection to establish the construction land evaluation index system, by means of correlation analysis and multiple regression analysis model, identify the core driving factors of construction land expansion in Beibei District. The results show that the per capita total retail sales of social consumer goods and the fixed-assets investment are the main driving factors. It shows that the improvement of people’s living standard and the increase of investment in fixed assets play a big role in the construction land expansion.(3) With the continuous development of social economy, the demand for construction land will also be greatly increased. According to statistics, with the annual average increase 686.58 hm2 of construction land, the surplus of planning construction land will not be enough to meet the need of current expansion. The phenomenon is common in expanded function district of Chongqing Municipality. Therefore, according to the characteristics of construction land change and driving mechanism, it puts forward the countermeasures for further reasonable construction land expansion, such as strengthening management of construction land supply and demand, guiding the economic development, optimizing the industrial layout; strengthening the land planning and management to promote land use scientific; perfecting land management system to ensure intensive land use.
