Low-carbon economy is an economic development model whose basic characters are "low energy consumption, low pollution, low emission", and intensive land use can effectively reduce energy consumption and carbon emission of per unit area. Both low-carbon economy and intensive land use are of great significance to building a resource-conserving and environment-friendly city. The study established a Tapio decoupling model to conduct empirical study by using socioeconomic data in Changsha city from 2002 to 2013, studied and analyzed the relationship between the low-carbon economy and incentive land use, by using SPSS prove their relationship; then Comprehensive Evaluation Method was used to do the evaluation through low-economy indexes and intensive land use indexes. The conclusions can be drawn as follows:Low-carbon economy develops rapidly and intensive land use level increases gradually from 2002 to 2013, the decoupling relationship between low-carbon economy and intensive land use switch from weak decoupling state to strong decoupling state, and always in strong decoupling state especially in recent years, which showed a positive correlation between the low-carbon economy and land intensive use, and low-carbon economy has boosted standards of land intensive use.The evaluation of low-carbon economy and land intensive use was in the rise in Changs ha city from 2002 to 2013, but the intensive use level of land grows at a rate in excess of low-carbon economy. The results indicated that low-carbon economy in Changsha City still has enough potential for development.On the basis of comprehensively analysising the development trend of low-carbon economy and land in Changsha city, related countermeasures and suggestions were put forward from two perspectives of low-carbon and intensive land use so as to realize win-win of both sides. The development of low-carbon economy has promoted the increase of technical and managerial inputs, impelled the subject of land use to develop the habit of low-carbon consumption and saves intensive, and pushed the capabilities of the intensified utilization of land; intensive land use can reduce energy consumption and carbon intensity of per unit area, and play an important role to promote the low-carbon economy development.
