Recently, railway construction project, especially high-speed railway project, develops rapidly. Considering the project management quality has a great influence on the success of a project, it is important and significant for units joining the project to do a good job on work of project management. Basing on the viewing angle of proprietor of railway construction project, this article is going to make research on project management theories and methods, which will give a good guidance for promoting the quality of railway construction project management.Through literature analysis, empirical analysis and combination of quantitative and qualitative methods, this article makes theoretical and practical research on the project management of railway construction project’s proprietor. Firstly, the article makes analysis on related theories from aspects of economic and technical characteristics of railway construction projects, organization structure and operation mode. Secondly, from the aspects of proprietor’s management goal and content, the article compares the current situation of different project management, through which we will discover the problem of proprietor does not play the role of core management as well as coordination of all parties. Depending on the analysis of current situation, this article is planning to study the proprietor’s management operation mechanism work plan and then form a whole project management frame. Lastly, basing on management of Wu guang High-speed Railway Project, this article will make deeper research on its operation mechanism through analyzing its general situation of proprietor’s project management.
