Research On Development And Innovation Of Management Mode In Railway Construction Project

For the past years, our country stepped in a new term of leapfrog development period. The inharmony between the railway development and the economic and social development is standing out and the development of Railway made a higher standard to the later one. According to The Mid /Long-term Railway Network Plan and the overall leapfrog development demand of the railway industry, the railway net will be a scale of 100,000 km before 2020, and the total investment will reach 2,000 billion RMB, 100 billion each year. The scale of construction and investment has been largely improved, while the management and controlling system railway construction cannot meet the requirement of railway development. So the problems how to make a reasonable investment plan and an effective control as well as management mode are put into the first position in order to realize the goal of celerity, high quality as well as economization.Firstly, this paper, taking the owner standardization management in railway construction project as the purpose, analyzed the actuality and the key problem in the owner of the local railway construction management and based on a comparison of the railway construction project management home and abroad,put forward to main contents and points of management in the owner of the railway construction. Secondly, this paper studies the standardization on the owner management of the railway construction project, accounting for the owner position and function, management target and management contents. It research on purchase strategy of the owner of the railway construction project, and draw a conclusion on changing the mode of design-construct from traditional mode of D-B-B. Thirdly, it also made an analysis on how to implement the construction management mode and pay more attention to the study of the management mode characterized by consultation even to little which show that the management mode of the railway construction project should be changed from taken by themselves to the mode of distributing part or all of the project to the consultation company to deal. The payment will become the main mission of the owner and make the owner management more profession and standardization. Lastly, the paper analyses the existing problems of investment control and causes of losing control of investment in railway construction project, after reviewing the native and overseas theory and present status of investment control and investment management. It brings forward method and countermeasure for investment control in railway construction project, and designs an investment control flow for the owner in different phases.This paper, taking the point of view of railway construction management and taking the implement phase as the main study object, probes deeply into management mode and investment control method in different phases of the railway construction. This study has an important sense in using for reference on railway construction project management and investment control.
