Project management has become an important management subject and expertise. A good command of the theories and techniques of project management has been the top priority for enterprise managers in business running. However a successful project should emphasize the resources and funds allocation, risk identification and response, mechanism and process of internal management as well as experience in previous projects. When the organization is complicated of a large scale with a lot of projects and the priorities of projects and daily operations are hard to distinguish or control, the executives cannot look into the project development. The project may run out of control. Therefore an organizational structure and process must be set up for the enterprise to achieve its strategic goals. Project management at organizational level comes into sight, which is different from the commonly referred project management.This paper firstly reviews the system of project management, elaborating the development history, basic concepts and domestic application of project management, project management at organizational level, systematized project management at organizational level and the PRINCE2 project management model with entire process.Upon that basis, the paper probes into the system construction of project management at organizational level in a financial institute from 2013 to 2014, conducting a deep analysis of its status quo and pointing out the existing problems in project management.Based upon experience home and abroad with the characteristics of financial industry, the author puts forward the following strategies of conducting system of the project management at organizational level:Firstly, enhance the framework of project management at organizational level. Implement unified management of the policies, institutions and experiential knowledge. Secondly, standardize the project process management. Define the lifecycle of the project and visualized the project through timely information collection. Design the verification and distribution rules and the supervisory mechanism for project integration. Thirdly, strengthen the management of project managers and improve their knowledge and capacity. Enhance the project manager management, introducing the appointment and responsibility mechanism for project managers. Fourthly, flow the mechanism of information gathering and compilation to support the decision making.
