Cost Management Research Of China’s Affordable Housing Project

Project cost management is not attached enough importance to in affordable housing industry. It is relatively difficult to reach the desired economic benefits. With normative research, qualitative research, empirical research by direct possession of the data, quantitative research, cost management of the affordable housing project is studied in this paper. This paper mainly studied cost management procedures and methods in the decision-making phase, planning stage, bidding stage and construction stageBy seeking, gathering, reading papers at home and abroad, this paper discussed the research status of cost management of the affordable housing project, and discussed the necessity to carry out it. This paper studied how to improve cost control system, improve the financial cost management awareness through strategic guidance, how to improve the practicality of the theory of cost management, using modern management tools, strengthen internal control mechanisms and implement the responsibility for cost system, how to realize the dynamic cost management of each stage in a housing project in the view of implementing target cost management in a dynamic process. This paper analyzed the composition of cost of the affordable housing project and summarized the methods of cost management in the decision-making phase, design phase, bidding phase, the construction phase and the finish phase. And then, this paper analyzed the problems such as inexplicit objectives.Aimed at the problems of inexplicit objectives and equivocal measures, based on the views of implementing target cost management in a dynamic process, strengthening cost control in the process and cost management in a whole process, this paper put forward an idea to use Gantt chart method, earned value and earned value management to strengthen cost management of the affordable housing project. This paper focused on the application methods and significance of Gantt chart method, earned value, earned value management and other key technologies in the cost management of affordable housing projects.Taking the "Hui Xin Yuan" affordable housing projects as an example, this paper budgets the cost of the project, and measures benefits from the project income, sales taxes and surcharges, sales and profit estimates, and then raises plans for "Hui Xin Yuan" as an affordable housing projects, and analyzes by Gantt chart method and Earned Value Management, proves the prediction of the progress of the project. According to the prediction results, this paper takes effective control measures, to ensure cost control and progress control of the "Huixin Yuan" affordable housing project and verifies the feasibility and effectiveness of the Gantt chart method and Earned Value Management.
