Research On Business Registration System Reformation In Zhuhai City

Business registration system is an important part of the social and economic systems of the nation. It is not only the first entrance limits to the market for the business players, but also the important measure to supervise the market by the nation. Meanwhile, as the rapid development of Chinese socialist market economy, the strict limits on entrance into the market and the difficulties to registration have turned into the obstacles that cut down the market vitality and the development of economy. Reformation of Chinese business registration system to enhance the development of economy has become an important thesis on improvement of the Chinese socialist market economic system, and one of objectives demanded by the Third Plenary Session of the 18th CPC Central Committee.By this intention, this paper focuses on the business registration reformation that has been conducted in Zhuhai City since 2012, aiming at "easy access and strict follow-up government supervision". This paper is not only investigated on the successes and experiences of the reformation, but also the difficulties and problems which were appeared during the practices, such as the confliction with the existing laws and regulations, the growing threat to the safety of the market, the slow construction of the credit information exchange platform. At last, this paper provides the helpful and constructive proposals on deepening and improving the business registration system reformation in Zhuhai City as well as on the upcoming Chinese business registration system reformation.This paper has six chapters. Chapter 1 is the introduction. Chapter 2 is the core concept and relative basic theories. This chapter elaborates the business registration system definition, function, and related theories helpful to the study of the thesis. Chapter 3 is the practices of the business registration system reformation in Zhuhai City. By interviewing relevant government departments and comparing with the business regristration system before the reformation, this chapter overviews the practices and experiences of the business registration system reformation conducted in Zhuhai City, including the journey of the reformation, the main reformation measures and the successes achieved. Chapter 4 is the problems and reasons of the business registration system reformation in Zhuhai City. By analyzing the statistics and examples, this chapter finds out the problems and difficulties appeared during the reformation practices, and finds out their reasons. Chapter 5 is the suggestions and advices on deepening and improving the business registration system reformation in Zhuhai City. In order to resolve the problems and difficulties, this chapter provides the improvement measures, such as the amendment on the business registration law in Zhuhai City, the establishment of a new mechanism of follow-up government supervision, further transformation of government functions, promotion the construction of social credit supervision system.
