As the idea wasclosely related to the people’s happy life, once it was put forward it got the positiveresponse of the social from all walks of life. This means that China, on the basis ofeconomic growth, will pay more attention to the social development, and willguarantee the improvement of the livelihood construction of the people.As the primary productive force, science and technology play an important rolein the social development and construction. In the rural construction of livelihood ofthe people, science and technology obviously play the supporting function. Forexample，many foreign countries，in promoting the process of the development of therural people’s livelihood， have been extensively using technology, and fully bingingpositive play to the progress, and it achieved good result from which we should learn.The advance of science and technology of our country has made many greatachievements, and in recent years the development of people’s livelihood achievementis also quite outstanding. The relationship between Scientific and technologicalprogress and the development of the people’s livelihood is worthy of exploring, and inthe meanwhile the interaction problems occurred should not ignored.On the research of the dialectical unification relations between the progress ofscience and technology and the people’s livelihood development, the thesis discusseshow the progress of science and technology affected the development of people’slivelihood. In recent years, our countryawareness of resources and energy conservation and consumption increased, andformulate the relevant policies and regulations explicitly regulate energy conservation and emission reduction and environmental protection measures. This is our country’seconomic and social development necessary measures, and it is also the requirementof sustainable development in our environment. Besides it is also the inevitablerequirement of our country to establish responsible country image in the world.
