State-owned mining enterprises are typical representatives in Mongolia, which show the depth panorama of state-owned mining enterprises development. However, from the point of view of large scale mining enterprises itself, operation and governance, the establishment and optimization of the designed sized state-owned mining enterprises, pay management still have some obstacles on its development.The most important problem is the pay management. It does not fully play its incentive effect on large-scale Mining Enterprises, and fail effective integration on the business philosophy, the means of production and management of information and other aspects of development strategies of Mongolian designed sized state-owned mining enterprises, which made the pay management becoming main obstacle for large-scale state-owned mining enterprises’ competitiveness.This paper based on the foundation of salary theories and considered Mongolian state-owned listed mining Companies as research object for studying remuneration system optimization problem. In this study, first clarified the purpose, significance and methods of the research, and combing with salary-related theory as research base. Designing, implementing and analysis of the survey results, and also based on salary theory three aspects conducting analysis remuneration system of Mongolian state-owned listed mining Company are introduced and discussed in the paper. In conclusion showed that the Salary should be based on fairness, rationality and incentive, which were pay system the basic principles of enterprise establishment and optimization its remuneration system. Moreover, the establishment and optimization of payment system should be strategically oriented. The salary management optimization should be with respect to the company’s development stage as well as with the market conditions changes. In this paper used salary theory combined with the Mongolian state-owned listed mining Companies actual operating. For the purpose of optimization the existing pay management, promotion and fulfilling its functions creative use of salary theory methods are introduced and applied for the analysis.
