Dalian Jinzhou New District is a key area which is insuperable and bear the brunt in the northward strategic of Dalian. more than that, as an important platform of structure adjustment in the whole province, an important carrier of opening to the outside world and the leading area of scientific development, it is the nuclear of Liaoning coastal economic belt With the rapid development of economy of Jinzhou New District, there are changes in economic structure and industrial structure too, employment problems associated is more and more attentioned because of its impact on economic development, social stability, etc. By studying the industrial structure and employment structure evolution and present situation, this paper puts forward countermeasures and suggestions to improve and promote employment in the references of the employment problems of Jinzhou New District industry adjustment.Based on the actual situation of Jinzhou New District, the problems of employment in the Jinzhou New District industrial structure adjustment is in-depth study in this paper by literature method, comparative analysis, empirical analysis and other research methods.First of all, on the basis of summarizing and drawing lessons from the relevant research experience and results in the industry structure and employment structure domestic and foreign, this paper descripts the present situation of industrial structure and employment structure, and the impacts of industrial structure’s adjustment on employment of Jinzhou New District in recent years. It also puts forward the employment problems existed in the process of industrial structure adjustment and analyses the causes. Then, This paper introduces three times’evolution of industrial structure and employment structure in the developed countries and the present situations, and analys the advanced experience to promote and improve employment in the developed countries. As a reference, the scheme that improves the employment problems in the industrial structure’s adjustment of Jinzhou New District is improved, and the feasibility of the scheme is demonstrated from the aspects of relevance and deviation between industrial structure and employment structure. Finally, this paper put forward the countermeasures and suggestions that, promoting employment according to the adjustment of industrial structure, to strengthen the professional training and education and improving the labor market.
