Public service resources, as an important part of social resources, is mainly refers to the public services and city infrastructure that all the social members share. With the development of social economy, optimizing the allocation of resources of public service has become an urgent problem in the field of service management. On the one hand, the quantity of the social public service resources is limited, it is difficult to meet the continual needs of large-scale serving object (the consumers); On the other hand, heterogeneity between consumers put forward higher requirements for resource allocation scheme. Therefore, a scientific and reasonable resource allocation scheme to meet the diverse needs, improve consumers’ satisfaction, improve service quality and efficiency plays a very important role.This paper converts the public service resource allocation problem into a multi-criteria decision making problem, and research the models and methods about resource allocation decisions under conditions of non market. By deeply study the resource allocation theory, satisfaction theory, and multi criteria decision making method, this paper set up similar resource allocation decision model to maximize the satisfaction of main consumer groups and achieve optimal allocation of resources. Based on the detailed analysis of consumers’ behavior, this paper first introduces the prospect theory, and study the resource allocation decision model that the criteria values are accurate number but part of the parameters are unknown; Secondly, based on the comparison of interval number and the extended VIKOR method, the resource allocation decision method under interval numbers conditions has been studied; Finally, combining fuzzy number theory, the service resource allocation decision methods under uncertain environment have been proposed on fuzzy VIKOR.(1)Based on consumer behavior characteristics under the imperfect market condition, two types of satisfaction functions were established, and reasonably aggregated.(2)Prospect theory was applied to set up the nonlinear optimization model, and designed the algorithm of the model.(3)Based on extended VIKOR and FVIKOR method, this paper put forward the public service resource allocation decision-making method, designed the decision-making steps and algorithm for the decision-making models.
