Study On The Evaluation And Development Planning Of Tourism Resources In Panzhihua City

Tourism has become a pillar industry in modern service industry because of its advantages such as low consumption of resources,large driving coefficient,more employment opportunities,less environmental pollution and good comprehensive benefits.Panzhihua is a resource-based new industrial city with ore mining and iron and steel smelting as the leading industry.In the new stage of development and the requirements of the times,a series strategies such as Strategic Adjustment,innovative development thinking,explore new tourist resources(Unique climatic resources such as sunlight),vigorously develop Tourism Industry,promoting the Transformation and upgrading of the City as a whole must be carried out to realize the coordinated and sustainable development of economy and sociaty of Pan Zhihua.Tourism resources is a basic demand for a city to develop tourism,This article summarized the characteristics of tourism resources,classification,survey and evaluation,and deepende the understanding of the development of tourism resources.Through the investigation and analysis of the current situation of tourism resources in Panzhihua,it pointed out that there are some problems in the development of tourism,such as late start,poor foundation,and small total amount.Using qualitative methods to describe,according to the characteristics of tourism resources in Panzhihua,based on the preliminary qualitative analysis,the fuzzy multi-level comprehensive evaluation method is adopted to divide the evaluation index system into four levels,namely,the total target level O,the comprehensive evaluation level C,the evaluation item level F,and the evaluation factor level S.Numerous factors are involved in the evaluation,using analytic hierarchy process to obtain the evaluation factor F layer(aspect value,scientific value,cultural value,environmental value,economic benefit,combination of regions and types,regional economic development conditions,accessibility,infrastructure,environmental capacity,and central cities distance)and the weight of assessment factor S(exclusiveness,beauty,de gree of scale,scientific investigation,science education,ethnic culture,historical culture,environmental comfort,environmental safety,market demand,economic efficiency,type richness,structural integrity),The scores are evaluated separately using the fuzzy score scoring system,and the final result showed that the tourism resources in Panzhihua,ranks second,which means that the tourism resources of Pan Zhihua have good development value and use value and are suitable for the development of tourism,these results provided a necessary basis for the development and planning of tourism resources.Based on the evaluation results,Panzhihua took regional integration,sustainable development,focusing on the overall image of the city,highlight s the core elements as the development principles and guiding ideology.The theme and image of the development of tourism resources in Panzhihua were clearly defined as the “Vanadium and Titanium City” and the “City of Sunshine Kangyang”,Pan Zhihua formed the overall spatial layout of tourism with "a core,a axis of development and two tourism wings",and focused on the planning of tourism destinations such as the scenic area along the river in the center section of the Jinsha River and the important village planning.Pan Zhihua can also integrate the concept of sustainable development into the development of protection measures.
