In2008, the world’s economy and labor market faced a heavy blow, the U.S.financial and economic crisis triggered by subprime mortgage crisis has made manycountries have appeared different degree of rising unemployment. Economy andLabor market in China is not only affected by the influence of the financial andeconomic crisis of2008, the export trade impeded and international investment riskincreased, but also our country was affected by the population base, age structure,population migration, transformation of industrial structure and other influence factorssuch as social and economic development progress, the unemployment in China ismore and more prominent. At this point, according to the concept of the internationallabour organization, human resource training can promote the economic globalizationand enterprise structure adjustment,training has become the most effective means tosolve the problem of unemployment, while training cannot separately solve theglobalization and challenges of technological revolution, but it is the foundation ofnational economy and the employment policy.For the moment all countries, especially the developed countries, have alreadystarted related training policy, although the systematic research on training policy inthese countries is not perfect, some training policy theory derive from humanresources or labor theory, the empirical influence of training are scarce, they just putthe training as one implementation of employment policies, without a separatetraining theory framework, so this article attempts to start from some principles of theeconomics, having a systematic study on the related concepts, the implementationprocess of training, training content, then compared with other foreign practicalprocess of training policy, through qualitative and quantitative method, this articleconstructs a overall framework of training policy in our country, the paper analyzesthe current situation of China’s training, policy content, implementation effect, to findout the deficiency of training in our country, and put forward relevant solving measures.This paper is divided into five parts: the first part is introduction, throughelaborating the paper’s selected topic background, research significance and thedomestic and overseas dynamic research, then this paper points out the advantagesand disadvantages of thesis, then puts forward research methods; The second part is toprovide training policy’s practice situation in our country, having concrete analysisfrom economic and political aspects; The third part is to give related theoreticalresearch on training to the employment, trying to find that the training has a positiveeffect on employment; The fourth part is the empirical study of training policy, we usethe panel data measures, instrumental variable method to analyze the training’sinfluence on employment, through econometric model test, we find that the traininghas a positive effect on employment, but the effect is not particularly significant; Thefifth part is to find the reason why the training effect is not particularly obvious, wetry to find out the inner reasons of the lack of enforcement of training, and putforward relevant policy recommendations, this part respectively expounds from threeaspects: the government、employment training center and private training institutions,which lay the foundation for the development of future training in our country.To conclude, the analysis of our training policy influence on employment is stillat the primary stage, but the training policy really solve the problem of unemployment,therefore the implementation process of the training in our country needs to beconstantly improved, in order to enhance the employment rate in our country, topromote sustained development of economic stability.
