Research On Policy Of Transformation And Upgrading Of Traditional Industries

Promoting transformation and upgrading of traditional industries, cultivating and developing strategic emerging industries is an important content of China’s economic development pattern transformation.To promote transformation and upgrading of traditional industries,we must attach great importance to the positive role of industrial policy.Industrial policy is a kind of government action reflecting the will of state and government. In fact,It is from a higher level of vertical depth to the inside of the market mechanism, promoting the improvement and optimization of market mechanisms and market structure.This article focused on the research on transformation and upgrading policy of traditional industries from three perspective of "historical changes","regional differences"and "the practical effect",in order to clarify the deep-seated reasons for difficultly transformating and upgrading of traditional industrial.The article analysis quantitativly policy texts of our countriy and five representative provinces from four dimensions of "The Policy Year","Scope","Policy Instruments" and "Text Type",thus,discovering historical trend and characteristics of the traditional industrial policy of our country and different regions. To analysis the practical effect of policies,we take textile industry for example to analysis the history changes and features of textile industry,while using the Fuzzy Optimization Model to analysis empirically the practical effect of the textile industry policy.From this paper we get some conclusions:(1)The traditional industrial transformation and upgrading policies Of China has obvious periodic characteristics,whose continuity and stability need to be further improved.(2)Traditional industries have complex types, It should be develop more targeted industrial policies according to the specific industry circumstances.China’s traditional industrial transformation and upgrading policies mainly from "universal type", and gradually turned to "specific type".(3)"Restructuring and rejuvenation" class policies can improve the practical effect of industrial policies, and its effectiveness lag period is one year. But the use of "Restructuring and rejuvenation" class policies in existing policies is too much, which leads to overflow phenomenon, the "industrial consolidation" and "industrial training" polices are absent or not enough in use.(4)Existing traditional industrial transformation and upgrading policies have strong standardization and binding characteristics, but guiding significance and operability is not strong.
