| During 2014,the government of China has put forward a new development goal to pursuit "New Normal" of economic growth,including upgrading economic structure.It is a major and key method to transfer industries across various regions for the economic structure optimization. Transferring industries between different areas based on regional conditions and needs will become the main power to improve the national economic quality. The environment is an important bearing to support economic progress,environmental protection has always been a great concern in China.The industrial transfer which is not the environment-friendly process can result in ecological destruction.And the unreasonable level and methods of environmental regulation can also inhibit a series of industry transfer process,then affect the adjustment of economic structure in some extent.The theoretical exploration between the environmental bearing capacity and upgrade of the economic structure has been carried on continuously in China academic circle,all committing to find a balance between economic development and environmental protection.The core analysis of this paper is the relation between environmental regulation and economic structure upgrade by the way of industrial transfer,aiming to conclude how environmental regulation influence the industrial transfer,in what specific direction and degree.And suggestions are proposed in order to achieve the win-win situation within industrial transfer and environmental protection,which is also the research significance of this paper.As the subject of the paper,Shanxi province faces serious economic structure imbalance and low environmental quality nowadays.This dilemma is needed to be solved by undertaking industrial transfer for economic transition and implementing special strength environmental regulation for maintaining the basic bearing capacity. Through the specific analysis,this article will be further looking for specific answers to obtain more practical conclusions.On the basis of a large number of relevant literature,this paper starts with theoretical research of environmental regulation and industrial transfer,focuses on the concrete situation in Shanxi Province.By establishing index system about the two evaluation for empirical research,this paper is devoted to draw a scientific and reasonable conclusion eventually to make some contribution for industrial structure upgrade and environmental quality improvement in Shanxi.The basic research contents are as follows:First,this article expounds the specific concept of environmental regulation and undertaking industrial transference.By arranging and classifying current literature from the concepts,it summarizes that there are four main influence of environmental regulation to undertaking industrial shift:negative effect,positive effect,no effect,complex effect.Then it presents the mechanism analysis of environmental regulation affecting on undertaking industrial transfer,consisting of "Pollution Heaven Hypothesis","Racing to the Bottom Theory ",’Porter’s Technology Innovation Theory","Pollution Halo Effect Technology"and "Environmental Kunznets Curve".The mechanism analysis here establishes the premise and foundation for the following parts.Then,this part analyzes the current situation of accepting industrial transfer and the implementation of environmental regulation in Shanxi Province,so further evaluates the specific influence that the environmental regulation has on industrial transfer from both the macroscopic level and microscopic level.Here chooses to divide undertaking industrial transfer into accepting international ones and domestic developed ones to elaborate.And the macro analysis refers to the impact which the environmental regulation has on the overall size and concrete structure of the industrial transfer,while the micro analysis refers to the effect on firm entry,cost and technology innovation of the enterprises in the industries which have been accepted.Eventually,by selecting and constructing concrete indicator system,the part concentrates on the empirical research how does the environmental regulation affect the undertaking industrial transfer in Shanxi Province.By means of foreign direct investment and domestic capital attracted by development zones to respectively evaluate the undertaking scales of international industrial transfer and domestic developed industrial transfer in Shanxi.However,the variable to measure the environmental regulation is the summation of the achieved rate of industrial waste water discharge,the achieved rate of carbon emission and the comprehensive utilization of industrial solid wastes.This part makes an empirical analysis for the key variables and it is concluded that the environmental regulation has negative impacts on its undertaking international industrial transfer in Shanxi Province,as well as the domestic ones.And the side role on the former is greater than the latter.This suggests that it is meaningful to put forward some matching proposals of environmental regulation and undertaking industrial transfer.In an effort to work in a new layout of undertaking industrial transfer under the reasonable environmental regulation.Next the article puts forward some suggestions such as to refine implementation objects,rethink measures and resolutely implement the strength of recommendations based on the environmental regulation as the main subject and some policy proposals to choose green industries by government-directing,set up the special condition for various investment,construct diversified indexes to measure industry development and so on in perspective of undertaking industrial transfer. This paper does all to hope that the undertaking industrial transfer tasks and environmental protection work can reach a new and higher level in Shanxi Province. |
