Food is the basic material of human survival. Food safety is not only closely related to the people’s health and life safety, but also related to social development and stability. Thus, food safety is one of the key element which build up government credit and draw county’s positive image. In recent years, along with social progress, economic development and the increase numbers of food scandals, people pay more and more attention to food safety. Inside, the gradually exposed defects of food safety supervision system leads to government credit loss. Outside, food safety incidents affecting the image of our country. Both inside and outside status give excuse to developed countries for lowering their trade barrier artificially. As a result, food safety also has a serious influence on our diplomacy and foreign trade. Therefore, by using new thinking and research to explore the establishment and improvement of food safety supervision system, has become a major issue that need to be solved.In this paper, discussions are performed on using public management and economics theory, going through the review of Chinese food supervision history, researching on current food safety supervision situation, learning and absorbing of the positive constituents in food safety supervision in developed countries, putting forward corresponding countermeasures and suggestions base on our concrete national conditions, to provide reference for the establishment and improvement of food supervision system in china.Firstly, this paper reviews the evolution of China’s food safety supervision, analyzes the main problems and causes of food safety regulation:the existence of contradictions of administrative system of supervision department, the regulatory function exists cross and blank; contradictions exist territorial management and vertical management; laws, and regulations is not perfect, the lack of system and the coordination, the legal level is relatively low, lax enforcement of the law, legal deterrence is low; the food safety standards system is not perfect; the supervision of backward technology; less capital investment; the degree of public participation is insufficient, industry self-discipline development not ideal, the lack of consumer awareness.Secondly, through the analysis of food safety supervision system in developed countries, summarizes the experience of the developed countries:laws and regulations perfect; developed and diversified food supervision mode; function division and coordination mechanism clear; scientific and effective food safety supervision principle; advanced technology and sufficient input etc.Finally, according to the national conditions of our country and puts forward some countermeasures and suggestions. Including to improve the administrative supervision system, strengthen the comprehensive supervision; improve the regulatory means and regulatory efficiency; establish and improve the food safety laws and regulations, strengthen the system and coordination of law, increase the law level and deterrence; improve the supervision technology, the establishment of standards for food safety technology unified; improving the test level; to encourage the public to participate in the, play industry associations, media, the role of the consumer; according to our country national condition the difference measures taken.
