Study On Refined Safety Management Based On Risk Principle And Informatization

In recent years, as the rising demand of petrochemical products, petrochemical dock which functions are transportation and transit has been paid more attention. Meanwhile Its production process which leads to massive accidents has become a significant problem caused by safety management issues. It is of significance to study how to improve the ability of safety management, effectively control accidents, and improve refined safety management.In order to achieve refined safety management, This paper chooses T port petrochemical dock with complicated work conditions and special work environment as an object.Risk principal and information technology is applied to improve the base of safety management, complement deficient links and improve management effects.Firstly,hazard contents are identified according to characteristic of the enterprise.This paper chooses a proper analytical method to identify all of the risk and hazard factors with the aim of formulating control measures and generating risk information database based on the identified information.As a result,dynamic information management is achieved. Secondly, by method of reviewing and pointing out the weak part, provide the solution comparing to existing fundamental files and measures of safety management.In order to accomplish cleared up and simplified primary management system. This paper modify the insufficient section of administration by wiping off surplus and overlapped administration process.By studying tools and processes that deficiency in the safety management of enterprise. This paper establish manage system of risk control based on information technology for the sake of optimizing traditional system management model, improving work efficiency, retaining job trace, confirming authority for responsibility, ensureing people participation.Then, none paper files well placed and none paper office and safety based on information technology are combined perfectly. Finally, through one year’s operation experience of the chosen company, implementation of the management model has been analyzed and the company can be guided to complete self- identify,continuous improvement gradually, improve ability of safety management through a close-circle and change the current situation of careless management according to revised tools and data information by the company’s feedback.Meanwhile, even though this paper uses hazard material loading process as an object, The contents which include the identification method of risk and hazard factor, the method of reviewing and improving management, implement of vital administration part and way that how to manage information system can be used in the industry with the same conditions as petrochemical industry, the whole process of thinking can be applied in other kind of port.
