Since the Industrial Revolution, the urbanization process is accelerating greatly. And the carbon dioxide emissions especially urban industrial carbon dioxide emission has serious influence on the carbon cycle and global climate change. As an important area of human activity, the City is also the concentrated area of fossil fuels usage. Industrial land as an important part of the city is the important element to realize low carbon emission reduction targets and implement main body. Through carbon accounting and analyzing the influence factors of industrial land, we can realize the quantitative management and achieve energy conservation and emission reduction of industrial land. In this paper, we compute the city carbon emissions and carbon intensity of industrial land, and also analyze the rules of carbon emission and the main influential factors, so that we can put forward effective measures to the low carbon emissions, which can not only provide scientific and effective ways and measures to ensure the smooth development of low carbon industrial land use, but also consolidate the civilized city and ecological city construction.By taking some different methods such as the case analysis, literature review, questionnaire survey and field investigation, this paper accounts the carbon dioxide emissions data of industrial land of Changsha, and analyzes its origin and influence factors, in order to explore the ways to realize low-carbon land use of industrial urban. (1) Considering the traditional fossil energy consumption and industrial production process, we account the industrial carbon emissions, carbon intensity of industrial land and land average carbon emissions of Changsha from 2004 to 2013.(2)We analyze the industrial carbon emissions, industrial carbon emission structure, carbon intensity and land average carbon emissions of Changsha from the time series among 10 years. And we also analyze the spatial distribution of the six areas of Changsha.(3)We research the main affecting factors of urban industrial carbon intensity by using the correlation analysis method and grey correlation analysis. This research focuses on five factors from four aspects of scale, investment, technology and industrial structure. The order of the influence degree from strong to weak is industrial energy intensity, the proportion of heavy industry enterprises and the state-owned enterprises, the proportion of large and medium-sized enterprises, the industrial investment in fixed assets. The result shows that the industrial energy intensity, the proportion of state-owned enterprise and the proportion of the heavy industry enterprises have obvious positive effect on the industrial carbon emissions intensity. While the increase of and the proportion of large medium-sized enterprises can effectively inhibit carbon intensity industry.(4)Evolutionary game model is proposed to study the relationship and game status among the government, enterprises and consumers in the low-carbon using of urban industrial land. We analyze their respective cost and benefits and study the game status in different strategies.
