Comparative Resrarch On Construction Of Innovative City Among Hefei And 8 Cities In The Eastern And Central Region

In 2010, the State Development and Reform Commission, approved the second batch of national innovative pilot city list, Hefei and other 16 cities was included in. Since then, as the capital of Anhui province and an important node in the Wanjiang City Belt, Hefei adhere to the principle of "revitalizing the city through science and education" strategy, put forward the "innovation highlands" construction target, promote the construction of innovative city construction process comprehensively, and has made a great progress. In 2011, Hefei city was awarded the "top ten innovative city" by Chinese Independent Innovation Conference. How to evaluate the innovation building capacity of a city more objectively and effectively is related to the key point of the pace of innovation in the construction of the city, a comparative analysis of Hefei and other cities also help guide Hefei and other cities across the country to solve the key problems in the construction of innovative city, let the power of leadership and radiation effect on the surroundings.This paper summarizes the current research status of innovative city at home and abroad, analyzes the intension and key elements of innovative city, drawing on the basis of the related research, redesign the new index structure and made changes and improvement, analyze the cities from the four aspects:economic development ability, science and technology development ability, social service ability and low carbon development ability. Finally we established a comprehensive evaluation index system composed of 4 first level indexes and 28 two level indexes of innovative city construction. This paper chose the Hefei some cities in the central area:Wuhan, Changsha, Zhengzhou, Taiyuan, Nanchang, and some cities in the eastern area:Beijing, Shanghai, Nanjing as the research sample, and analyze the relevant data by using the method of principal component, finally get the factor score and comprehensive score and ranking of the 9 cities.Through the empirical analysis we found that the comprehensive innovation ability of Hefei has been at a disadvantage in general, and there is a large gap between Hefei and the developed cities in eastern and central area, but the scores increased gradually in the past six years, and most of the gap has narrowed. This shows that Hefei has been trying to follow up the pace of development after the central government put forward innovative city-building strategy, especially in 2010, Hefei was included in the national second batch of pilot innovative city, Hefei is to take advantage of this opportunity, and steadily push forward the construction of all aspects of city.As to the following elements:economic, technological, social, and carbon, Hefei’s economic development capacity has been significantly lower than middle-tier cities and developed cities, which is Hefei in comparison with the economic development status and position, this requires us to continue to accelerate economic development, laying a solid foundation for innovative urban construction. Hefei’s social service capacity is the worst in nine cities, what’s more, among six years, Hefei have not improved it significantly but stalled and urgent need to accelerate its pace of development. Hefei’s the ability of low-carbon development is the highest ranked of the four-level indicators at the beginning,but among six years, Hefei’s overall ranking and score showed a more substantial fluctuations and the downward trend is clear, an indicator of the development of this situation is very critical, and the initial dominance gradually is lost. This also indicated that low-carbon development capability of this element has not been fully valued, it’s capacity building has not reached maturity yet, so the score will be so unstable, it also shows that this element’s construction and development is a rare opportunity and challenge in the catch of innovative construction. At present, the most advantage of Hefei in innovation city development is the technological development capability, among six years, Hefei’s ranking showing a clear upward trend, and even jumped to the top of the six central provinces, changed the disadvantages into advantages, which shows that Hefei standed out in nation’s innovative pilot urban construction, and grabbed the core of technology building, the development strategy "city of science and education, innovation Heights" has been effectively implemented. In the future, Hefei should continue to hold this advantage, to drive the overall innovative city construction.Based on the above analysis, we put forward the main policy recommendations in three areas:First, continue to play the advantages of research and innovation:build creative innovation team, improve the level of cooperation between the government, university, and the research institution, promote the construction of service agencies for science and technology, and finally to strengthen intellectual property rights protection. Second, to enhance the overall level of government services form multi-channel:transform government’s services and innovative urban concept, improve the diversification of investment and financing, strengthen and taxation support. Third is to improve the overall environment of innovation:to cultivate a culture of innovation, pay more attention to the construction of low-carbon development and overall performance.
