The development plan of Guanzhong-Tianshui economic zone is a regional policy with specific goals pertinent to local development, and it is an important component of the overall strategy of China’s regional development. From 2008 to 2012, the Guanzhong-Tianshui economic zone has completed the first phase of the implementation, and this paper evaluates the effectiveness of the implementation at this stage, and puts forward reasonable suggestions and expectations for the follow-up implementation of Development Plan of Guanzhong-Tianshui Economic Zone. It is expected that the evaluation of the plan can provide reference for similar cases.Based on theory of unbalanced growth, growth pole theory, industrial cluster theory, this paper analyzes the Development Plan of Guanzhong-Tianshui Economic Zone from different perspectives, including the theoretical basis of the planning, measured proposed by the government, status quo of the implementation and existing problems in the process of implementation.The data of this paper are based on the development plans of Guanzhong-Tianshui economic zone and the economic development plan in Shaanxi province(since 2008). The analysis is done by using the method of difference in difference, excluding other factors affecting the development of economy, to evaluate effect of the plan of Guanzhong-Tianshui economic zone development on the economic development of Shaanxi province. The paper also explores whether it changes the course of the development of Shaanxi province, and to what extent it changes. And the method of difference in difference is used to further other factors affecting the development of economy, calculating how they are affected by the implementation of the plan. Analysis shows that the plan of Guanzhong-Tianshui economic zone has promoted the regional economic growth by 0.21%, and the major factors that promote economic growth are capital stock, transport facilities, and the growth of foreign direct investment. And factors such as government spending and human capital have not been improved significantly. And for economically underdeveloped areas, increasing government spending can lead to rapid development of economy, and the increase human capital will play a long-term part in the development of the area. Therefore, the two factors should be attached much importance in order to obtain long-term economic growth.Based on empirical analysis and the evaluation of the implementation, the paper argues the plan of Guanzhong-Tianshui economic zone development can be perfected in the following aspects. First, the cluster center construction should be promoted; secondly, the hierarchy system of urbanization should be optimized; thirdly, government spending should be increased to strengthen the construction of infrastructure; Finally, the coordinated development of social economy should be accelerated.
