Research On The Index Of Performance Budget Target Of Land And Resources

The Ministry of land and resources is comprehensively promoting the budget performance management work now, "Land resources department budget performance management approach(Trial)" was issued in 2014, which required that “once” when all units of land and resources deployment edited budget, “Budget performance target table” should be edited as requested at the same time. This research firstly introduces the theoretical basis of the budget performance management and the practical experience of the local budget performance management in China, then statistically analyzes the reporting situation of 2014 “budget performance target table” for land resources,(1)analyzes the contents of the contents of the budget performance target table,(2)statistically analyzes first level index output index, aging index and secondary index number index, quality index, time index, cost index, economic benefit index, social benefit index, ecological benefit index, sustainable impact indicators, public satisfaction index of the reports of 49 companies.(3)Separately statistically analyzes the reporting situation of secondary index.Through data analysis I found,When Subordinate units of land and resources reported data,the situation that reports were random furnished is very serious, the main reason is the lack of reference standards of the index of performance budget targets. Through the key works of 12 FYP of Land and Resources Department and the situation of budget expenditure of Land and Resources Department in 2014, this research designs the index structure of performance budget target of land and resources. Structural design requires that when departments of Land and Resource complete the index of performance budget targets, it must match the expenditure structure of the company;s annual budget. At the same time, through the scientific research project of land resources undertaken by Chinese Academy of Land and Resource Economics in 2014 and 2014 budget expenditures, this article designs the reporting contents and index reference values of first and secondary indicators of performance budget target in 2014.
