Research On Perfecting The Maternity Security System

From the view of the world, Social Security System which is related to everybody has gradually emerged and developed along with the development of productivity. Maternity insurance is an important part of Social Security System. Women who are give birth to babies have made enormous contribution to human reproduction, productivity and social progress.All countries from the world attach great importance to the development and improvement of the Maternity system.Most of the countries have built the Maternity system. No matter on the essence or the aim, they have reached an agreement although the specific ways are different.At present,Maternity security system in China is mainly composed of four parts. Firstly, Employees’ Maternity insurance, which has the highest treatment in China; Secondly, the relevant regulations have been implemented from basic old-age insurance system in urban residents which provide compensational expenses to the pregnant women in rural areas; Thirdly, the relevant regulations from the Medical insurance system in rural areas. This regulations are still in the initial stage; The fouth, the subsidy in pregnant women is hold by National Ministry of Finance and the Ministry of health. The aim is to improve rural maternity delivery rate, reduce maternal and infant mortality. Those policies have promoted the development of China’s social security treatments and improved the social security system. Meanwhile, we have to realize the reality that our Maternity Security System still lack the legislation system, there is no unified national legal norms and the treatments are different from place to place. This is not good for social justice. The pregnant women have to under such a burden. Besides, the management confusion also exists.This paper took Beijing, Hubei province and Sichuan province as example place, by ways of literature research, field research, DRGS cost accounting and data analysis. From the actual situation of the Maternal Security System in China, we need to know the status of maternity allowance. By accounting the cost of delivery in hospital, we will compare and analyze each treatments from maternity protection projects. At the same time, we have also investigated the local medical staff and pregnant women, finding out the existing problems, like the management mechanism and maternal difficulties. Therefore, we put forward a series of proposals and ideas to improve our Maternity Security System from the legislative, financial sources, operation, management, relevant procedures, treatments and so on.
