Research On The Transformation Of The Shanghai Old Industrial Base

Profound changes are taking place in China’s economic development environment, internal and external. Under the background of transition, the transition task of China’s old industrial base is very arduous. Although the revitalization of northeast old industrial base has made important achievements, the reform of the old industrial bases which are in the scope of government’s planning still faces some prominent contradictions and problems, such as low level of industry, the extensive mode of development; unreasonable city internal space layout, poor infrastructure and a large quantity of discharge, serious environmental pollution and other problems.Based on this, this paper chooses the old industrial base of Shanghai as its research object, researching on the countermeasures of industrial transformation, and combining with the actual situation of Shanghai old industrial base, some empirical analysis and demonstration has been given in this article. Based on a lot of related literatures and information, the old industrial base and traditional industry, land development and other related concepts, features are defined, and relevant theories of industry development and the transformation of the old industrial base development are generalised. As an innovative point of this article is starting from the angle of transformation mechanism and system, so in the second chapter, the author also discusses the related concept of mechanism system and the relationship between them.On the basis of theoretic preparation, according to the survey of Shanghai old industrial base and the interviews of Shanghai Minhang District government, Baoshan District government, the article analyzes the background and necessity of the transformation of the old industrial base of Shanghai, from the perspective of external and internal factors. Then, by using PEST and SWOT analysis method, the author analyzes the environmentand the the advantages and disadvantages of Shanghai old industrial base, inorder to fully grasp the internal and external environment characteristics of its transformation and lay the groundwork for the strategic positioning, the mechanism design and countermeasures.To study how to transition, we must be clear of the characteristics and problems of Shanghai old industrial base, and then take appropriate measures to sovle the problems. Through the analysis of the survey data, the fourth chapter obtains the features of the Shanghai old industrial base, such as dominated by heavy industry, limited stock of its land and so on. Base on this, the author gets its current situation and bottleneck of transformation. After the qualitative analysis, the fifth chapter gives a quantitative analysis of the influence factors in the transformation of old industrial base of Shanghai, by constructing a hierarchical analysis model, which contains the policy factors, environmental factors, innovation factors and industrial growth factors. Then the article draws a conclusion that the policy factors and environmental factors play an important role in the old industrial base of Shanghai transformation development. In order to further prove the conclusion of the model, this paper selects the enterprises of the Shanghai old industrial base as research sample, constructs the regression model and comes to the conclusion that tax incentives and government subsidies, which are involved into policy factors, have positive correlation with the firm’s growth and future development in the transformation of the Shanghai old industrial base; on the other hand, state-controlled management has reverse effect on the development of the enterprises.The sixth chapter discusses the transformation practice of foreign and domestic old industrial bases, such as Germany, USA and northeast China, and then summarizes advanced countries’ experience. On the basis of summing up the experience at home and abroad, and combining the qualitative and quantitative analysis of the previous content, transformation and strategic positioning of Shanghai old industrial base are analyzed in the seventh chapters. What’s more, the specific location, target and direction of the old industrial base of Wusong, Taopu and Wujing are described.Finally, from the transformation experience of the old industrial base at home and abroad, according to the specific situation and problems of Shanghai old industrial base, and the environment it is facing, this paper presents some advices which focus on mechanism design, to promote the transformation of the Shanghai old industrial base. These advices are metioned: building leadership mechanism according to the organization, establishing working push mechanism, innovating the land reserve and development mechanism, making full use of policy incentive mechanism, docking "free trade area". The author hopes to build a scientific and efficient management system and working mechanism to ensure that the transformation of the old industrial base of Shanghai can proceed in an orderly way.
