Through thorough research, it first carries out a systematic review of the theory of industrial structure, evolves general rules from the industrial structure for structural rationalisation, functions and effects etc. It highlights the close correlation between the industrial structure and economic development, the cause and effect relationship between the two, and how the industrial structure is both the result and the inevitable reflection of economic development, as well as the agent thereof.It is both obvious and remarkable that the experiences in the economic development of various countries indicates that the structural factor is a function which grows with the economy, that promoting the unceasing optimisation of the industrial structure is a general rule of economic development, and through continuous effort, a reasonable industrial structure becomes an important guarantee of economic development. Next, through application of the theory of industrial structure, factual diagnostic analysis and assessment through the development phase of the tendencies in Tianjin's industrial structural change is made; how Tianjin's industrial structural change conforms to the general rules of world industrial structural evolution; how the completion of the intermediate stage of industrial development, and the high-level tendency to move into the latter stage has become obvious; how the industry supports the decisive strength with which the Tianjin economy is growing and recognises the need to further accelerate and promote the level of industrial development; how, as Tianjin enters the latter period of industrial development, society must establish an abundant materials and technology base, and provide a strut for the rapid development of tertiary industry; and how the goal of Tianjin's industrial structural adjustment is primarily to impel the structure's flow, to promote the realisation of structural optimisation.
