With the development of development of Beijing-Tianjin-Hebei Metropolitan Circle rose to the national strategic level, the conomic society development level of Beijing-Tianjin-Hebei Metropolitan Circle in the end, worthy of attention. Vulnerability is a very comprehensive concept, can be used to measure a region’s level of social and economic development, it is to measure sustainable development of regional system is relatively level, trend, the possibility of a degree, is a regional economic community in the internal and external negative perturbations exhibit an intrinsic property. Based on this, the paper research on the view of vulnerability of Beijing-Tianjin-Hebei Metropolitan Circle circle of economic and social development, through the literature analysis and data collection, to construct the index system, using principal component and cluster analysis method to studied.This paper, related to the researches of vulnerability,summed up the concept of vulnerability of regional economic and social development, namely the vulnerability of regional economic and social development, is a kind of dynamic vulnerability, refers to the regional economic and social performance in the time dimension, the size of a measurement for internal and external disturbance of the endurance and the ability to recover. This paper from the "Tenth Five Year Plan" "Eleventh Five Year Plan" of the representative of the years of 2007,2010,2011 data were collected. The vulnerability of the region can be divided into four categories:Beijing, Tianjin, Hebei province 8 city is divided into two categories, the vulnerability in increasing order; among them, the city of Hebei province because of vulnerability to different sort and classify different in three years, according to the evaluation results are analyzed for the economy the social development of Beijing Tianjin Hebei metropolis circle vulnerability causes, and puts forward some suggestions to improve the comprehensive management strategy development, to provide ideas for related departments so as to achieve sustainable development of Beijing-Tianjin-Hebei Metropolitan Circle.
