Study On The Optimization Of Leading Industries In Hebei Under The Background Of The Integration Of Beijing-tianjin-hebei

Beijing-Tianj in-Hebei has more advantaged factors of production,talent resources,geographical position and other advantages,at present,the economic development has become an important development area in China.The integration of Beijing-Tianjin-Hebei has also risen from the initial regional policy to the national development strategy,the three areas of Beijing,Tianjin and Hebei accelerated the cooperation process.For Hebei,the integrated development strategy of Beijing-Tianjin-Hebei is a rare opportunity for development,as a major province to ease the function of Beijing's non capital,it is urgent to adjust the industrial structure to meet the needs of coordinated development of Beijing-Tianjin-Hebei.As the core of the industrial structure,the leading industry plays a leading role in the development of the local economy.How to select leading industries scientifically,rationally and effectively is one of the focus of scholars and governments.This paper collates related research on leading industries at home and abroad,it is found that the three industries in Beijing,Tianjin and Hebei have different development status and have their own characteristics,For example,Beijing is in the development stage dominated by the third industry,Tianjin is mainly composed of second industries,and its products have high technology content,Hebei province is also dominated by the second industry,but the first industry still occupies a high proportion and status.According to the development characteristics of Beijing-Tianj in-Hebei,the three national development policies,Using the "comparative advantage benchmarks","Rostow benchmark","Xiaoyuan two benchmarks" and other leading industries selection benchmarks and industrial structure,industrial optimization and other related theories,China's statistical yearbook and Beijing Tianjin Hebei Economic Yearbook in 2016 as the main source of data,the evaluation index system of the leading industries of Beijing-Tianjin-Hebei is established in the three leading industries,the eight major indexes are the proportion of sales output value,industrial scale,location quotient,demand income elasticity,technology progress,product sales rate,output growth rate and energy consumption output value.According to the evaluation index system and related data,this paper makes an empirical analysis of the three major industrial structures of Beijing-Tianjin-Hebei in three places.First,the reliability and accuracy of index data are determined by factor analysis,secondly,by using principal component analysis,we get the comprehensive score and ranking of three industries in three regions,then,by using the goal programming method,the best combination of leading industries in Hebei Province on the one or two and three industries with Beijing and Tianjin is obtained,Last,the results of principal component analysis and goal programming are compared,combined with the integrated development policy of Beijing-Tianjin-Hebei and the development trend of Hebei's industrial structure,the countermeasures and suggestions for optimizing the development of leading industries in Hebei are put forward:the one is the first industry-promote the development of modern agricultural industry,the two is the second industry-upgrading traditional leading industries and developing strategic emerging industries,the three is the third industry-speed up the establishment of modern service industry system,Four,Technological innovation-strengthen enterprise innovation and establish incentive mechanism for talents.
