Since the 1870 s, energy crisis, environmental disasters and global warming have led to human recognition of the importance of energy and the environment. Environmental protection and economic development became the most watched part of the two sessions in 2015. Under the background of the country becoming more and more emphasis on energy conservation, environmental protection and sustainable economic development, researching province-level total factor productivity with the constraints of environment and energy in Chinese Industrial and its influencing factors undoubtedly are of more important significance.The research content of this paper mainly includes the following three aspects, as follows.(1)Based on DEA-Malmquist nonparametric growth accounting model, it reckons the Green Total Factor Productivity index and its decomposition for 1999-2012 in China inland 31 provinces industry and compares that with the measurement results without considering the energy, environment, human capital factors.(2)By combining clustering analysis, 3 sigma difference analysis, sigma-convergence, absolute beta convergence and conditional beta convergence analysis, it has a systematic analysis of the green total factor productivity’s distribution characteristics and evolution trend of differences.(3)Within a theoretical framework, it makes the influence factors of industrial total factor productivity and its decomposition a comparative analysis. Then it measures environmental regulation, structural adjustment and productivity index’s influence to Total Factor Productivity and its decomposition and examines the porter hypothesis.The research results mainly includes the following three aspects.(1)The green total factor productivity evolution in China can roughly be divided into three periods. A new green industrial revolution is imminent. The Green Total Factor Productivity’s improvement mainly dues to the promotion of technological advance. There is no significant improvement in technical efficiency. It points to a notable improvement in Green Total Factor Productivity in most province of China industrial. But there are large differences between provinces. The difference is also reflected in the technical efficiency and pure technical efficiency. The results without considering the energy, environment, human capital factors are notably distorted.(2)The distribution of industrial growth quality is gradient development situation. The high, medium and low quality provinces are respectively centralized in the east, middle, west. Provincial Green Total Factor Productivity and its decomposition index sometime have abnormal variation. But there is a trend of move towards basic normalization in recent years. The Green Total Factor Productivity and its decomposition in industry exists absolute beta convergence and conditional beta convergence. Sigma convergence is in stages. There is no club convergence.(3)The influence of environmental regulation, structural adjustment, productivity characteristics on Total Factor Productivity and its decomposition are quite different. Among them, influence of environmental regulation on the green total factor productivity and green technological advances tests the Poter Hypothesis.In order to promote the sustainable development of China provinces and establish the virtuous interactive between the environment and economy. We should increase environmental regulatory, optimize the industrial structure, strengthen regional cooperation, promote the balanced development of regional economies, encourage technical innovations, drive configuration management, expand further open to the outside world, deepen reform of political system, optimize the energy source composition and develop circular economy according to the specific situations. |
