With the rapid development of China’s economy and gradually increasing people’s quality of life, domestic service has been quietly into the ordinary life of urban residents. Modern domestic service industry belongs to the third industry as a service industry, and it is a kind of industry under the social division of labor. In modern society, people’s requirements on the domestic service turn to more and more professional,standardized and integrated. Accordingly, requirements and quality on the people engaged in domestic service are increasing. However, China’s domestic service industry started late, and the development is not mature. Domestic service groups exist development dilemma, which affects the healthy operation of the domestic service industry.The article bases on the theory of social capital society and positive welfare theory. First of all, it analysis the development status of the domestic service industry, and it points out that China’s urban household management service industry rises gradually,and there exists the demand for domestic service industry of children and adolescents,aging population, ill staff and family affairs, and there are supply of rural surplus labor force and urban unemployed population to the home service industry. Secondly, it regards housekeeping attendant of a city in Northern Henan as the research object, and it mainly investigates the specific circumstances of housekeeping attendant, including basic information, work status, rights and interests. Then, according to the survey of the research object, it summarizes the existing problems from the macro, meso and micro aspects, such as lack of relative legislation of countries, the security mechanism is not sound; supply is less than demand in domestic service market, lack of training resources; housekeeping waiter’s social status improved, but are still subject to discrimination. Finally according to the problems existing in the listed above domestic service development, correspondingly put forward the countermeasures and suggestions from the macro, meso and micro levels to improve housekeeping waiters status and promote the development of homeservice industry, namely, increase policy support and the legislative support, strengthen industry management and provide training resources, to change their concept on employment and expand sources of officers, and summarize the article.
