The Performance Evaluation Of Regional Technological Innovation In Six Provinces Of Central China

In the context of economic globalization and informative economy, technical innovation plays an increasingly important role in the society. The efficiency of technological innovation has become a key factor of the quality of economic growth, national and regional, and international competitiveness. Especially, after entering the 21 st century, regional technical innovation is gradually highly valued by all levels of Government. To some extent, the development of one region also depends on the level of technological innovation in the region. Innovation is an important means of economic, social and cultural progress. In the era of knowledge economy, innovation and competitiveness has been painted as a sign of regional innovation ability. Therefore, the regional innovation performance can be considered as the most important indicator of regional development. Regional innovation system is an important element of the national innovation system. It will become the primary engine of regional economic development and an important basis for achieving the goal of economic restructuring and sustainable development. In order to meet the challenge of knowledge economy and realize the scientific development of the national economy, In《the national medium and long-term science and technology development plan in 2006-2012》,the government proposes an ambitious goal to build the platform for innovative country. Now, the low regional innovation capacity is caused by insufficient investment in innovation and weak innovation performance.The six provinces are less developed regions. In the 21 st century, though these provinces enjoy good momentum of development, the factors of weak economic foundation, the national economic system, and geographic location are resulting in economic strength in the country which is still in a relatively weak position. The main reason is the lack of scientific and technological strength to seek regional technical innovation ability and technological innovation causes of low utilization. In order to meet China’s industrial transfer and achieve growth across six provinces, the six central provinces need to take the road of technological innovation, scientific, technological progress, take the regional technological innovation, and ultimately the economic rise of the six central provinces.In view of the above reasons, the paper researches the regional technological innovation performance in inter-provincial division of research units, especially for technology innovation performance of the six central provinces. The article tries to give the six central provinces to improve our regional technology innovation performance. This paper proposes theory and practices Significance of regional technical innovation, in the six central provinces. And then we sort out and summarize the previous literatures, respectively in terms of technological innovation. Followed by the theoretical knowledge, utilization factors were brief summary and analysis of regional innovation performance. Mechanisms such as government, enterprises and universities is the impact of technological innovation and technological innovation subject analysis. In this paper, followed by DEA method this paper analyzes the efficiency of technological innovation in the provinces and finds that the indictor of Hubei is efficient and others are inefficient. Then we give explanation and instruction. In order to verify the efficiency of technological innovation in six provinces in the central area of China, we use DEA and draw the conclusion that the investment is surplus, structure is not reasonable and efficiency of resources using is low in Shanxi, Anhui, Henan, Hunan province. Then we research the technological innovation dynamics in six provinces in the ten years. The six provinces are ranked by technological innovation. More, we use principal component method and super efficiency DEA method to analysis this problem in the six provinces. And the rankings from high to low are Hubei, Hunan, Anhui, Henan, Jiangxi and Shanxi.Next we use regression analysis to research technological innovation in the six provinces, and find that influence of company input is significant and is the most powerful. Foreign direct investment has a negative influence on technological innovation performance, and has a crowding out effect on local technology innovation. The influence of scientific structure and colleges and universities for technological innovation is not significant, which may be due to unbalanced inputs as well as systems in the region causes. Based on the above research and analysis, several policies and recommendations are given in this paper, such as the government should combine production, teaching and research.
