Objectives:Based on a systematic analysis of the cosmetics supervision and management system, this research comparatively analysis the similarities and differences between China and America in cosmetics supervision and management system, and discover the deficiencies of our country and to find out the places that worth learning. The other aim is to explore some solutions to deal with the problems exist in the development of cosmetics market, and present some thoughts and suggestions for the government to further improve the cosmetics regulatory system of China. Methods:Comparative analysis:Based on comparatively analysis the similarities and differences between China and America in cosmetics supervision and management system, then present some thoughts and suggestions for the government to further improve China’s cosmetics regulatory system.Exemplification:In the analysis of the problems in the cosmetics regulatory system of China, this research use typical cases to illustrate cosmetics safety regulatory status quo and problems.Multidisciplinary research methods:This research selected comprehensive approach and analyzed from a multi-level and multi-disciplinary, such as economics, public administration, and sociology.Literature research:Through the library materials, the government website, database searching, sorting books, etc., this research study on document literatures of cosmetics supervision and understand the regulatory status quo of cosmetics. Results and Conclusions:The main problems existing in China’s cosmetics regulatory system are great quality problems; Imperfect regulatory legal systems:imperfect regulatory system, imperfect detection system.Regulatory suggestions:Improve the legal supervision system of cosmetics in the point of legislative; Establish of modern cosmetic regulatory system; adjust the classification of cosmetic and rationally allocate the focus of regulation; Further clarify the definition of cosmetics; integrate the functions of cosmetics, promote supervisory specialization; Complete the listing and delisting mechanism of cosmetics; Establish a scientific, uniform and standard regulatory system for cosmetics; Strength exchanges; Actively participate in international cosmetic hygiene standards work.
