Study On The Relationship Between Green GDP And Environmental Costs Of Coal Industry In Shaanxi Province

The coal industry is the leading industry in the national economy in Shaanxi Province, and it served the escort for the economic development of Shaanxi Province fora long time. However, the coal industry has also exposed many problems in the process of development. For example, the low resources stoping rate cause difficulties for the subsequent exploitation, and the low level of mechanization of coal leads backward production capacity; and the destruction of natural resources and the pollution of ecological environment caused by coal mining is also one of the problems, where the problem of environment pollution and the destruction of natural resources is particular prominent in them, it seriously hindered the coordinated development between economy, resources, and environment in Shaanxi Province. This article put the problem as a starting point, and regard the environment cost in coal mining process for the deduction of Green GDP accounting in order to scientific measure the true level of development of coal industry in Shaanxi Province. And by establishing the regression model, this paper study the impact that environment cost put on Green GDP, so as to provide a theoretical reference for the sustainable development of coal industry in Shaanxi Province.In the particular research process, this paper built the Green GDP accounting system and environment cost system which is based on the ecological compensation theory and environment external theory, and combined with the development status of coal industry in Shaanxi. According to the system, this article accounts the resources depletion costs and environmental pollution loss cost of coal industry in Shaanxi province during the year of 2005 to 2013 and put the results into the coal industrial added value to make adjustment so that to obtain the Green GDP of coal industry in Shaanxi in the period from 2005 to2013; according to the accounting results, this paper establish the regressionmodel of Green GDP and environmental cost according to the calculation result;finally, it put forward recommendations in the development of Green GDP and the control of environmental cost of coal industry in Shaanxi Province. The main conclusions in the article are as follows:First, this article constructed the green GDP accounting system that suit for the status of coal industry in Shaanxi which is based on the green GDP concept,and combine the characteristics of coal industry in Shaanxi Province.Second,according to accounting results,during the year of 2005 to 2013,the Green GDP of coal industry in Shaanxi Province increased from7,355,831,200 yuan to 143,592,668,200 yuan, the proportion that Green GDP accounts for the industrial added value increased from 75.84% to 96.27%.Although the environmental costs shows some fluctuations in the accounting period, the overall trend was clearly rising.In its constituent projects, resource depletion and environmental pollution loss costs were increased by2,966,636,900 yuan and 256,706,100 yuan, and resource depletion costs accounted for the vast majority of the total environmental costs.Third, in the period of 2005 to 2013,although the green GDP of coal industry in Shaanxi is increasing, the annual growth rate is decreasing. Through the regression model found that, this change comes mainly from the environment cost. It presents the nonlinear relationship between Green GDP and environment cost, simultaneously, through the multiple linear regression found that, the environmental pollution loss put greater influence on Green GDP.Combined with the founding, the paper finally put forward some suggestions to the development of Green GDP and the control of environmental cost of coal industry in Shaanxi Province in the hope of providing a reference to develop green economy, reducing the damage of resource and environment and realizing the sustainable development of coal industry in Shaanxi Province.
