The rapid development of economy has brought a huge burden to the ecological environment in China, which leads to serious imbalance between environmental protection and economic development. So energy saving and emission reduction get more and more attention. The State Environmental Protection Administration, the China Banking Regulatory Commission, and the People's Bank of China jointly issued the Opinions on Implementing Environmental Protection Policies and Rules and Preventing Credit Risks in 2007 which presented “Green Credit”.As one of the most effective environmental protection policies,it has a growing body of research and implementation. However, the feasibility of green credit has not been verified, what is the effect of credit on resources and environment, and what is the relationship between them? Although the government, banks and enterprises attach importance to green credit, there are also some problems of implementation, such as lack of government supervision and regulation mechanism, bank's profit-driven,lack of the consciousness of corporate social responsibility and so on.For these factors, which is the most fundamental factor, and which is the key factor? There is no clear answer for these problems.Based on the background above, this thesis answers the questions by empirical analysis. On the basis of the related theories and studies, this thesis puts forward research question. For the feasibility of green credit and the problems of implementing green credit, this thesis verifies the feasibility of green credit and analyzes the obstacle factors of implementing green credit,by setting panel data models and DEMATEL models.Firstly, selecting the industry with high energy consumption and high pollution as research object, using the method of panel data regression analysis, this thesis sets the regression model of credit and energy, credit and pollution, and the results show that there is a positive correlativity between them.On this basis, aiming at some problems in implementing green credit appearing in China, firstly, this thesis ascertains obstacle factors in implementing green credit based on stakeholder theory and surveys. Then, using Grey-DEMATEL method, this thesis analyzes the causal effects and importance sequencing among these barriers. Results show that lack of the evaluation criterion and technical policy about green credit is the most fundamental factor.Besides, lack of government supervision is the most important obstacle factor. The analysis results provide reference for improving and implementing in green credit.
