HSE Management System Applied Research In China’s Petroleum Enterprises

Environment is the foundation of human survival and development. Along with the social development and the progress of science and technology, the demands for the living and production environment are getting higher and higher. Production safety and environment protection become a hot issue. In recent years, Health Safety and Environment Management System is the management system of international oil and gas industry and the line card for them to realize the modern management and move towards the international market. It is a kind of scientific, systematic and perfect management system, in the process of oil and gas development, its actual management process is constantly replenished and perfected, which promotes the mature of the system, the system provides guarantee for the development of oil and gas. With the expansion of process scale and business scope, the risk of HSE has increased and the work of HSE is more important in the oil production and operation activities.On the basis of the extensive review and collection of the oil companies’ HSE management theory and its practice in the whole world, this paper gives a brief introduction of HSE management system’s connotations, elements, operating modes, and implementing principles that include Deming PDCA and the risk management theory. This paper also analyzes the current situation in China’s oil companies’ HSE management. By analyzing HSE management system’s connotation and sorting its key elements out, we find that there are some common problems in the implementation of the management system.By combining the system’s key links and problems, the paper puts forward six evaluation indexes and establishes an evaluation index system. Those sex evaluation indexes are HSE investment, risk management, hazard discrimination, HSE management training, system operating and monitoring, and system audit.Taking advantage of fuzzy comprehensive evaluation and hierarchical analysis method, establish the evaluation model of the index system. Calculate the weight of each index value firstly; and then the evaluation of each index value is determined according to the provisions of the actual situation of the enterprises and regulations in the evaluation index model; finally calculate the weight and evaluation value of the index using the evaluation model, and draw relevant evaluation scores.Taking the third plant of PCOC as an example, and evaluate its performance with the evaluation model. The result tells that the performance of implementing HSE management system is better than that of no HSE management system. We can say that HSE management system indeed improves the enterprise’s performance.This paper pays much attention to the people-centered thinking, shows much respect to employees’ health and life safety, emphasizes personal responsibilities and obligations, and makes professional judgments and records in the aspect of reducing risks. That provides a theoretical basis for preventing our country’s petroleum enterprises’ accidents effectively, protecting employees’ life safety and improving the enterprises’ economic and social benefits. It can make better risk management and meet the needs of sustainable development for enterprises. There also is a realistic guidance significance to modify and explore business management, train inter-disciplinary talent and achieve innovation in system.
