| The ISO9000 quality management system standardation is an important result in management science at the end of 20 centuries. A kind of upsurge has emerged in the quality management system authentication, and it becomes popular in the world quickly. Our country started promoting the standard of ISO9000 in 1988, and began the work of quality management system authentication in 1990. Closing to the June 30, 2005, the authentication organization approved by CNAB in our country has distributed 138,042 quality management system authentication certificates with the national accredit marking. The work of management system authentication proceeded in imposing array.Along with the development of the quantity management system authentication, the researchers and the enterprises produced two kinds of totally different viewpoints about the function of the quality management system. The controversial focus is about whether valid the quality management that the enterprise builded is, and whether it brought the business enterprise performance to the promotion. This paper firstly analyses the quality management system authentication present condition and the factors that affect the effectiveness of the quality management system, then probes the effectiveness token of the quality management system. Based on the effectiveness token of the quality management system and balanced scorecard, according to the principle of building index system, the paper set up the index system of the enterprise performance.
