In order to improve ship special coating enterprise management leveland reduce the production cost, The study of the quality management systemeffectiveness is one of important ways, Through the study of the method ofthe effectiveness quantitative calculation, It can solve the qualitative methodto get the results of the uncertainty and identify the problems in the enterprisedevelopment of the direction.The paper presents a fuzzy comprehensive evaluation method,According to the fuzzy theory,it can converse the qualitative evaluation intoquantitative evaluation. Using fuzzy mathematics to make an overallevaluation of the special coating evaluation restricted by many factors. Firstly,The paper studied the principle of the effectiveness of the QMSand development status in domestic and abroad.On this basis, The mainresearch contents of this paper is that Use the method of fuzzycomprehensive evaluation to analysis the result of the effectiveness of theQMS about Zhong Da ship coating company.In the process of establishing evaluation index,The paper studiedISO9000management features, referenced Pood the Ritchie quality prizeevaluation model, unified ship coating company,s quality characteristic toestablish6general evaluation index and26sub evaluation index,They aregeneral requirements of QMS about ship coating enterprise,top managementprocess,resource management,coating product realization, measurement,analysis and improvement and coating operation results. One by one toresearch the connotation of evaluation indexes.This paper used expert evaluation method to optimizate26index, thepurpose is to make through the theoretical knowledge and expertmanagement experience to build26evaluation index is more theoretical basis.Using math to calculate the average expert advice and coordinationdegree.The results show that expert opinion is consistent,It meets with theimportance of comprehensiveness, independence, practicality, and theprinciple of comparability, provides a theoretical basis for the establishment of the system model.This paper used the fuzzy comprehensive evaluation method to establish26evaluation index of the mathematical model and grading rules, quotedAHP tectonic judgment matrix.According to the geometric mean andnormalization,It calculated the weights of the26evaluation and the largesteigenvalue, checked consistency. The results show that judgment matrix isconsistent with the consistency condition.According to calculate theevaluation index of the degree of membership and establish single factorfuzzy evaluation matrix, Using of weight vectors and single-factor fuzzyevaluation matrix with fuzzy matrix computation to get comprehensiveevaluation result. The results of the study show that it should be from thespecial coating process and resource management to strengthen the effectiveoperation of QMS. Focus of control the temperature,humidity and the dewpoint in the process of construction,surface preparation degree,filmthickness quality, enhance the professional quality management teambuilding and the technology and education training of staff.This paper constructed the fuzzy matrix and mathematical calculation,which is validate the use of fuzzy comprehensive evaluation method for thequantitative analysis of the actual operability and control the operating resultsof the effectiveness of QMS about specil coating enterprise.By analyzing the results to find the weak link in the quality management of the researchenterprise and study the corresponding improvements,It has a positive effectand universal significance to improve the management level of specilcoating professional company.
