Abstract/Summary:
With the integration of global economy, project contracting market in the gulf countries has brought enormous developing opportunities for the Chinese enterprises, and the international engineering contracting business develops very fast. Faced with the complex international environment, Chinese enterprises cannot be satisfied with labor force, labor issues have become increasingly prominent, which mainly embody in the following three aspects.①Diversity of the form of labor employment and the increase of foreign labor.②Frequent troubles between local labor and enterprises.③Unstable relations of foreign labors.The above issues directly affect the success of labor management and have great impact on the international engineering projects. Among fierce competition, in order to get a greater share of the cake in the international construction market, the most important thing for Chinese enterprises is to solve the problem of labor force. Based on the above, to establish a reasonable and effective labor subcontractor evaluation system helps Chinese enterprises to improve labor management capability, to ensure engineering quality and to reduce risks, and is particularly important for Chinese enterprises to survive and develop sustainably in the gulf countries. This paper attempts to build such an evaluation index system to evaluate and select labor subcontractors by combining with the management procedures and policies in the engineering practice.This paper starts research work from the following aspects:Firstly, we introduced the relevant theories of the labor subcontractors, collected the international labor service cooperation and the overseas (esp. in the gulf region) subcontracting status and summarized their characteristics. Secondly, based on the background of labor subcontractor selecting by Chinese enterprises, we introduced the bidding procedures and policies, and selectively analyzed the evaluation steps and the existing questions. On this basis, combining with the selecting principle of the labor subcontractor by Chinese enterprises, the labor subcontractor evaluation system of Chinese enterprises in the gulf countries is established. Finally, by combining the analytic hierarchy process with fuzzy evaluation method, to establish the evaluation model of selecting labor subcontractors, and to apply to a practical project for evaluation and selecting.Findings of this study can provide a practical reference for Chinese enterprises’ evaluation and selection of labor subcontractors, gives a push for labor subcontractors to implement standardized management and further helps labor subcontracting enterprises to improve from extensive management to delicacy management.
