Demand for raw materials manufacturing enterprises in terms of cost control is reflected on the competitive advantage. Especially in an increasingly competitive market, how to control the cost of procurement of raw materials for many companies to think about is very important. And how from raw material procurement costs only concerned with tradition and attention into the whole procurement process costs will become the focus of more and more enterprises to consider. Many manufacturing enterprises began to pay attention to procurement management, and gradually realized that competition among enterprises is not only reflected in the improvement of product quality and service, but also reflects the cost control, increase innovation, improve customer service and increase market response force on, more companies proposed the concept of strategic sourcing, procurement management to enhance the company’s strategy up. The XO company as one to lift the main business of the production of foreign-funded enterprises, has experienced cost control, based on the increasing emphasis on crisis management costs, and upgrade the traditional procurement management to corporate strategy level up, since Since the implementation of strategic sourcing, XO company’s competitive advantage is increasingly evident. Although existing research in the study of strategic procurement management more, but few scholars from the perspective of successful case studies of strategic procurement management.
