It is directly related to transportation smooth construction of project and to play a role in the economic and social development. Local governments is playing an extremely important role in the process of land expropriation and housing removal. The behaviors of local government is not only related to the practical effects of the requisition, to the farmers’interests protection and the efficiency of land use, also directly affect the schedule and cost of the traffic construction. In recent years, the problem caused by local government is more prominent. The survival of farmers is becoming a problem when they lost land. Farmers petition in great quantities caused social instability and seriously affected the social stability and harmonious development of our country. theory of limited government.The public interest theory and system and behavior relationship theory are the theoretical basis in this paper. The research results are referenced on our country’s system of rural land system, land expropriation of experts and scholars at home and abroad. This paper select local government behaviors in the process of the land expropriation and housing removal of Minxiao Expressway as the research object. The author collected the data through sorting literature reading, expert interview, questionnaire survey to understand the local government behavior, to analysis positive behaviors an the problems, and further refine the specific reason which caused local government behaviors in the process of the land expropriation and housing removal. And finally put forward some reasonable suggestions.
