China is undergoing a critical period of economic transition and social transformation. The relationship between the social stakeholders is increasingly complex. Kinds of social contradictions and disputes flare up. With high-speed propulsion of the urbanization process, the land expropriation and housing removal disputes as the main kind of social contradictions are emerging endlessly. Research on the dispute mediation has important theoretical value and practical significance for promoting the urban construction and social stability.This study builds seven dimensions reflecting government integrity and two dimensions of dispute mediation performance, viewed from the angle of government integrity and based on Content Analysis.206 cases of the land expropriation and housing removal disputes are analyzed statistically with systematic sampling from the decade before 2011 and the result shows that nowadays government integrity in the land expropriation and housing removal disputes and the dispute mediation performance are overall in poor condition, and the former has a positive effect on the latter. Further more, the paper interprets the effect mechanism between government integrity and the dispute mediation performance, and finally proposes dispute mediation countermeasures on the basis of government integrity enhancement and government credibility promotion as follows:to regulate the government function and permission; to optimize relevant systems; to build supervision and auditing mechanisms; to strengthen communication and consultation involving the third parties in the coordination; to improve public service attitude.
