Therefore, improving the efficiency of forestry management is the main research direction of forest management and forestry policies, especially give priority to in order to get economic benefit of commercial production efficiency received wide attention of scholars both at home and abroad, the efficiency of forest management measure became one of the difficult points of attention of the society and academic research.This article first to the collective forest right system reform in the study area and analyze management present situation, systematically introduces the reform implementation state of the study area and forest management features. The article concluded:The greatest impact on farmers behavior variable external environmental factors, followed by the endowment of land characteristics, household characteristics farmer again. Head of the household’s age and gender on forestry production behavior have a positive effect, farmers engaged in agricultural production behavior of forestry, forestry accounted for the proportion of total revenue also have positive influence, whether for minority has a little influence on the forest management. Appropriate forestry policy for farmers to make positive behavior forestry operations guide.The overall efficiency of the farmers of the commodity forest management needs to be improved, the invalidity of technology not only from pure technical inefficiency, also from the scale inefficiency. Among them, the mode of operation of the mixing efficiency is relatively high, but the prevalence of forestry production input factors redundancy phenomenon.
