A Study On The Willingness And Influence Factors To Establish Family Farm In Hangzhou City, Zhejiang Province

In the early 1980 s,China’s two-tier management system, achieved the separation of the collective land ownership and management rights,greatly aroused the farmers’ enthusiasm and initiative,and greatly improved the agricultural production efficiency. With the rapid development of industrialization and urbanization, management of small-scale peasant economy restricts the development of agricultural modernization.In recent years, the gradual improvement of the social productivity and agricultural mechanization level,in large part provides technical support to the expansion of agricultural, and the nationwide land circulation promote the process of the land scale.In addition, the development of the socialist market economy with Chinese characteristics puts forward new requirements for the scale management and commercialization.In the current new normal background, accelerate the construction of new agricultural management system has become the key of the development of modern agriculture.As one of the new type of agricultural management main body, the family farm in recent years attaches great importance to the government departments at all levels.Hangzhou has issued a series of policies to boost the development of family farms to achieve agricultural modernization.Family Farm is the inevitable result of China’s Agricultural management mode Change, it can improve agricultural productivity, promote agricultural modernization and new urbanization construction.Taking Hangzhou as an example, this paper first defines the important concepts of family farm, and combs the relevant theoretical basis systematically. Second, describes the necessity of family farm development and current situation of Hangzhou family farm, and analyzes the advantages and disadvantages of the family farm in depth by using agricultural production function theory, the theory of agricultural industrialization, scale economy theory, the theory of land circulation and land property rights theory. Thirdly, using the method of questionnaire and interview, we deeply searched 350 households in Hangzhou, then analyzed and summarized the significant influencing factors of the willingness of farmers founding the family farm by Logistic regression analysis on the basis of descriptive statistical analysis using SPSS statistical software. The main conclusions are as follows:(1)58.1 percent of the sample have the will to found family farm; other 41.9 percent have no will to found family farm.(2)Farmers gender, education level, the spirit of adventure, the idea of the scale of land management, the proportion of agricultural income of total household income, farmers land lease behavior, satisfaction of agricultural business policy, land rental prices, the cost of hiring farm workers, ease of loan and regional factors have significant impact on the willingness of farmers to found family farm, In addition to the farmers land lease behavior, land rental prices and the cost of hiring farm workers have a negative impact on the willingness of farmers to found family farm, other factors have a positive impact.(3) According to the degree of influence of each factor by order of contribution rate: the idea of the scale of land management, farmers land lease behavior, gender, land rental prices, the spirit of adventure, regional factors, satisfaction of agricultural business policy, ease of loan, the proportion of agricultural income of total household income, education level, the cost of hiring farm workers. Finally, according to the research conclusion, in order to accelerate the founding and development of the family farm, put forward countermeasures and Suggestions as follows: Strengthen efforts to publicize the family farm, cultivate qualified family farmers; improve the land transfer system, regulate the land transfer market; strengthen financial and related policy support, perfect supporting services; further improve the social service system; encourage and support agricultural large family transition to family farms; speed up cultivating different levels model family farm.This paper analyses the willingness of founding family farm and its significant influencing factors from the perspective of farmers by using empirical research methods. It helps the country with similar backgrounds to provide guidance and proposal of founding family farm, and has some innovative.
