Construction of water-saving society is the inevitable choice for China based on national conditions and water situation, Meanwhile, the development of water-saving agriculture is the priority direction to build a water-saving society. Agricultural water use efficiency has a significant impact on the maintenance of copper production, and ensuring national food security. The study of agricultural water use efficiency of Zhangye City has a strong typical and demonstration effect for the Heihe River basin and Northwest China, and makes a contribution to achieve the optimal allocation of water resources and sustainable development of economy and society.This paper first summarizes and sorts existing research on water efficiency and water efficiency of agriculture, and makes a brief introduction about production frontier theories and methods, in order to find scientific research methods and reinforce the theoretical basis of the study. In the particular study of agriculture water resources allocation efficiency of production of Zhangye City, this paper first chooses input factors and output factors to build agricultural production function containing water resources, and then uses DEA to analyze the effectiveness of agricultural water use configuration at the macro level of Zhangye City,and uses the Malmquist index approach to analyze TFP of agriculture and its decomposition indicators, and then, uses the Tobit model to analyze the reason that what affect agricultural water allocation efficiency of Zhangye City with regression analysis,and finally, concludes the paper with policy advices.This paper has proved:the total factor overall allocative efficiency of agricultural water use in Zhangye City is high since 2000, and reached DEA effectively in the later five years, changes in agricultural water use TFP all come from the technological advances, the most three important influential factors for agricultural water allocation efficiency of Zhang ye City are technological advances planting structure and industrial structure.So the advices for Zhangye City is that thay should continue to promote the role of technological progress to improve water efficiency, While focusing on the adjustment of industrial structure and the planting structure.
