The Current Data Measured And The Strategic Choice In The Supply And Demand Balance Of Grains In Gansu Province

Through the analysis of the data of grain production in Gansu province, the author found that grain production has a rapid development, but because of the increase of population, the growth rate of per capita occupancy of grain is lower than the same period the growth rate of total grain output, and lower than the national per capita occupancy of grain as well. Food security situation is still very severe.This paper studied the Gansu province grain supply-demand balance that is based on the supply-demand model. Related theory of western economics, behavior science as the theoretical basis, the author made an in-depth analysis of the influence factors of long-term demand for food in Gansu province and its development trend. Based on the analysis of the history and present situation of Gansu province grain consumption, consumption structure and the characteristics from grain production, grain consumption and grain circulation aspects, the author made a prediction and judgment on long-term demand of grain consumption in Gansu province. The author put forward feasible advice as following: do a good job in basic farmland protection; increase investment in infrastructure; improve the overall grain production capacity; strengthen the grain macroeconomic regulation and control; maintain market supply and price stability; improve the reserve grain circulation system; ensure the safety of grain circulation; improve the food subsidies and price support policy; increase peasants income; strengthen the monitoring; improve the level of food emergency support; make active use of domestic market and regulate the province food. Through a series of data analysis, combining the world common food production, circulation, consumption pattern, the author made a scientific prediction of food in the next five years in Gansu province which provides the beneficial reference and theoretical support of strategic choice for realizing the balance between supply and demand of grain in Gansu province and fully safeguarding the livelihood of the people.
