Many resources such as land, capital and labor which support the rural social development flow continuously present structural distortions. At the same time, compared with the second and third industry, agriculture industry in China is low efficiency as well as a weak industry, various agricultural resources relative shortage of rural social contradiction being very outstanding. As a new way of land reform, farmland circulation conform to the development of modern agriculture in China, construction of new socialist countryside and urban and rural co-ordination, is more and more highlighted in solving farmland and finely, increasing farmers’ income, optimizing the resource allocation of land, realizing the agricultural scale operation, preventing the role of social and economic aspects of abandoned land. The reason that farmland circulation was able to help rural social and economic development under the restriction of resources, is that farmland transfer effectively can break the traditional agricultural resources organization structure, realizing the optimal allocation, promoting the rational flow of resources and optimization reorganization, realizing the effective integration of resources, giving full play to the resource itself. As academic research hot spots at present, the research of farmland circulation mechanism, the pattern, property rights, drive and restriction factors, performance, the allocation of resources, etc, is the focus of scholars, But less attention in farmland circulation promoting agricultural resources integration. Therefore, expansion of farmland circulation of agricultural resources integration effect research is of great significance.In order to clarify the integration process of agriculture resources influenced by circulation of agricultural land and to evaluate the farmland circulation integration effect, based on the analysis of the integration process of agricultural resources influenced by the circulation of agricultural land, this paper select Guanghan city of Sichuan where agricultural land transfer is more common in Chengdu Chongqing urban and rural areas as the research area and conduct the investigation of rural land circulation of Lianshan, Hexing, Xinglong, Songlin, Xiwai 5 towns 16 villages where the circulation of agricultural land are typical and representative, as well as get 586 effective questionnaires. On the basis of circulation of agricultural land and resources integration theory, through the questionnaire survey results summary, this paper divides the farmland circulation of research area tentatively into three kinds of circulation of agricultural land:traditional smallholder type, market driving type and multiple cooperation type, and analyzes the characteristics and differences of three kinds of land transfer mode of integration of agricultural resources. With the help of software Matlab, this paper uses the adaptive fuzzy neural network system (ANFIS) to construct the hierarchical ANFIS transfer effect on the resource integration model, and evaluates on integration and effect evaluation of the farmland circulation mode of three kinds of resources. The conclusions of this study are as follows:(1) Resource integration process of different land transfer mode has obvious difference.①The traditional small-scale type circulation pattern in the process of integration of resources is not dominant.Traditional smallholder type circulation pattern’s main business is constrained by factors of smallholder consciousness, lack of funds, target location, resource identification, rely mainly on agricultural machinery purchase way, etc.; allocation of resources in accordance with traditional farming methods, relatively simple, backward, resource utilization is also more extensive. But because the main contact resources for land resources, and because the study area is flat, road access, the traditional small-scale peasant type circulation pattern of the degree of mechanization, high coefficient of reclamation, better integration of land resources.②compared with the traditional smallholder type circulation pattern, market driven circulation mode of resource integration of more detailed, in-depth.Market driven circulation mode of management main body is with the market oriented, industry goal is clear, to realize the technology, experience of their own, and to recognize the importance of technology, management, information can not only rely on the money; by way of buying more labor force, professional and technical personnel, production materials, also can be simple training for employment of labor using its own resources; allocation of resources in the market price and demand, mainly to increase the capital, labor, and binding of land resources three resources, resource utilization is more intensive, the effect is mainly concentrated in the capital, labor, land resources.③Compared the first two land transfer mode, the process of multiple cooperative circulation mode of resources integration is more comprehensive, more scientific, more advantages.Cooperation type circulation pattern of management main body is not only guided by the market, but considering the policy factors leading to the advantage of industry, provides the support project, targeting both clear and comprehensive; at the same time, the identification of resources consciousness, ability, further understanding of the policies, services and other resources on the production and management of the important way to obtain; using the internal cultivation and external resources combined with the technical training, management training, technology transfer and access to the system, the means of production, policy support, social institutions and service resources with external purchasing and cooperation; the market price and the policy guidance, resource importance to distinguish clearly the process of production and management, increase for each type, resource binding, scientific and reasonable configuration, the intensive and efficient resource utilization and truly reflects the deepening integration of various types of resources.(2) The effects of different land transfer mode of resources integration is significantly different.This paper from the two categories of resources, economic and social resources and the land resources, water resources, human resources, economic resources, management resources, service resources, policy resources, information resources and technology resources point of view, select the agricultural mechanization rate, unit of arable land reclamation funds, coefficient, effective irrigation rate, water the difficulty in obtaining employment, labor, technology and personnel training, comprehensive features by the proportion of management index, scale of operation, the rate of output, labor productivity, land productivity, social service level, infrastructure investment proportion, regulate the circulation level, the commercialization of agricultural products, agricultural technology investment rate of 17 indicators to build the farmland circulation effect evaluation the system of resource integration, evaluation of three kinds of circulation patterns of resource integration effect, and the evaluation results were compared and analyzed, driven circulation mode> traditional smallholder type circulation pattern for multiple cooperative circulation mode> market shows, such as:①In the circulation of agricultural land consolidation effect on natural resources, the traditional small-scale peasant type circulation pattern (81.3713) is better than market driven circulation pattern (76.5537), multiple cooperative circulation pattern (75.1782), but the difference between the three is not large. The study area is flat, road access, water rich, traditional smallholder type circulation pattern with high water use of agricultural mechanization, high reclamation rate coefficient and more convenient, the best in the effect of integration of natural resources; but the market driven circulation pattern, unit cultivated area of multiple cooperative circulation patterns than traditional smallholder inputs the circulation pattern, also has certain advantages in the water conservancy facilities, effective irrigation rate, water use and low cost, the traditional small-scale peasant type circulation pattern mainly live at the mercy of the elements, it is difficult to solve the problem of water during the drought.②In the circulation of agricultural land consolidation effect on the social and economic resources, cooperation type circulation pattern (80.3124) is better than market driven circulation pattern (63.4721), the traditional small-scale peasant type circulation pattern (13.1722), the difference between the three is significant. Cooperation type circulation pattern with abundant capital, labour intensive, large scale, technology and personnel training, management, output and income, transfer of high specification, the government investment, the introduction of new technology and other types of resources, economic and social integrated resource integration effect is the highest; the market driven circulation pattern the lack of comprehensive understanding of the rich resources, access and configuration mode of scientific, integrated standard of social economic resources, and the traditional small-scale type circulation pattern of serious lack of competition in the market, integration of resources, capital, labor, technology, personnel, access to social services, is not comprehensive, lack of funds to repair facilities, circulation not standardized, commodity rate is low, the integration effect of social economic resources and the first two modes are very large.(3) The different applications of different transfer mode.Traditional smallholder type circulation pattern, resources integration awareness, integration effect is poor, the development of space is limited, but the protection of arable land, food supply has an important role, but the traditional smallholder transfer mode is easy to operate, simple procedures, the required capital, labor and other resources, to maintain the relationship between farmers and the rural "blood" stability in rural areas, environmental advantages, can not transfer or transfer difficult area limited promotion.Market driven circulation pattern in the process of integration of resources and the effect is always between traditional small-scale type circulation pattern and multi cooperation type circulation pattern, the pattern of investment, management, technology and other resources to allow a larger space, operators in the condition is not high; at the same time, the area of natural, social and economic conditions, the circulation of agricultural land requirements is not high, the majority of regions according to the local natural conditions, industrial development, resource endowment, land transfer mode to promote the market driven circulation pattern.Multiple cooperative circulation mode of resources integration awareness, resource acquisition means rich, resource allocation and utilization of the reasonable, intensive, resource integration effect, conducive to the rapid development of rural society and economy; but the cooperation type circulation model driven by the interests of the operators, the scale of planting grain crops are not many, there is a certain degree of farmland the phenomenon is not conducive to the protection of agriculture, food, and multivariate cooperation type circulation pattern because of the huge amount of investment, operation and management of complex, high difficulty of agreements of cooperation, policy support is difficult to obtain high demands on the operators will join conditions, suitable for the development of the social economy development level is high, characteristic advantage industry, conditions of infrastructure construction, the circulation characteristics of small areas of difficulty. |
