Therefore, on the premise of security emergency supplies reserves, research on how to make the government and enterprise cooperation with reserve emergency supplies. To reduce government spending and increase the income of the enterprise, has theoretical significance and practical value.In this paper, the main work and innovative results are as follows.For the large and easy to go bad goods, as the objective of minimum government cost then established a part of the government to pay in advance payment and by the enterprise on behalf of all the store emergency supplies, and the government pay extra storage cost to enterprises, need during a disaster emergency supplies inventory model of variable number, and then in this mode and the proportion of the government will pay some money in advance to the enterprise, government and enterprise cooperation period and the required number of emergency supplies. Obtained the more government payment in advance is can encourage enterprises to meet the demand of the government’s emergency and store more goods, but also make the government more inclined to sign a longer term with the enterprise long-term contracts for cooperation; When the emergency supplies when the price is quite high, the government in order to be able to make the enterprise to store some emergency supplies and willing to provide advance payment proportion is more and more big.
