Research On Application Of Urban Rail Transit Financing Mode Of PPP

With the acceleration of country urbanization process, city population is more intensive than ever. Thereby, more urban rail transit should to be constructed to meet the increasing requirement. While planning the city subway line, the local government has to face the problem of insufficient fund. At present, the PPP finance model, which suggested by the national development and Reform Commission, refers to the relations of cooperation established by government and social capital, undoubtedly provides a new way for the development of urban rail transit. Meanwhile, it also has great theoretical and practical significance for the development of the PPP finance model of urban rail transit in our country. This paper introduces the operation mechanism of PPP financing mode of urban rail transit in China detailedly. And by combining the application case of the metro line four of the PPP project in W city, we make some proposes, including: establishing a sound legal system, transforming government function effectively, creating a good atmosphere for PPP, widening the way of project benefits and improving the risk-sharing mechanisms. The contents are as follows.First of all, this paper introduce the significance and background of the research, the literature review, the purpose and method of the research and the content and innovation point.Then we analyze the theory of PPP financing mode of urban rail transit. While elaborating the definition of PPP model, the field of its application and how to select the evaluation method of the PPP model, we discuss the definition of urban rail transit, function and its own property. At last, based on the former part, we put forward the definition and principle of the PPP financing mode of urban rail transit in our country and then analyzed the importance and feasibility of the PPP financing mode by combining with the characteristics and limitations of the traditional model.Once more, we introduce the operation mechanism of PPP financing mode of urban rail transit in China detailedly, including the operating environment, the main body of participation, role orientation, working procedure, financial supervision and project evaluation. Laid a theoretical foundation for the application of PPP financing mode of city rail transit in China.Then, by combining the application case of the metro line four of the PPP project in W city, we elaborate the method of applying the PPP financing mode of urban rail transit in China and put forward the experience of PPP project that is benefit to us.Finally, for promoting and using the PPP financing model of urban rail transit better, this paper analyzes the current difficulties of applying the PPP financing mode of urban rail transit in our country from three aspects: the government level, the market level and the project level. Then according to the situation of our country, we put forward the relevant solving measures.
